<br /> Oliver Davis, 6th District Councilmember, 1801 Nash Street, stated, I am proud to be one (1) of
<br /> the sponsors of this resolution. A resolution of the Common Council of the City of South Bend,
<br /> Indiana,publicly recognizing and commending Mr. Larry Bauer, Mr. Don Fozo, Mrs. Iris
<br /> Outlaw, Mr. George Efta, and Ms. Jackie Rucker for their long-standing commitment to
<br /> Rebuilding Together St. Joseph County. Whereas, The Common Council of the City of South
<br /> Bend, Indiana is humbled to honor and publicly recognize the many years of service performed
<br /> by the recently resigned Rebuilding Together Board Members. And, Whereas, Mr. Larry Bauer
<br /> served for twenty-three (23) years from 1994-2017, Mr. Don Fozo served for twenty-three (23)
<br /> years from 1992-2015, Mrs. Iris Outlaw served for twenty-three (23) years, from 1993-2016, Mr.
<br /> George Efta served for twenty (20) years from 1996-2016, and Ms. Jackie Rucker served for
<br /> fourteen(14) years from 2003-2017; and
<br /> Councilmember Karen White stated, Whereas, Rebuilding Together St. Joseph County, formerly
<br /> known as "Christmas in April", is a non-profit, community-based partnership of volunteers from
<br /> local government,businesses and other non-profits, whose purpose is to improve, through
<br /> rehabilitation, the homes of low-income homeowners—especially the elderly or disabled. And,
<br /> Whereas, Since St. Joseph County's chapter began in 1989, volunteers have donated their time
<br /> and services, generating nearly$11.5 million dollars in repairs to 650 homes in eight
<br /> neighborhoods; and
<br /> Regina Williams-Preston, 2nd District Councilmember, 838 N. Elmer Street, stated, Whereas,
<br /> Since 1989, Rebuilding Together has completed projects in many South Bend neighborhoods:
<br /> Northeast, Southeast, West Washington, Westside/St. Casmir's, Rum Village,Northwest and
<br /> Near Northwest,Near Westside Partnership Ctr., Marquette/Keller Park, Lincoln School, River
<br /> Park, Westside, and LaSalle. And, Whereas, Volunteers from the Saint Joseph Valley Building
<br /> and Construction Trades Council and other skilled contractors and volunteers from community
<br /> organizations and businesses complete the skilled work, with eighty-nine percent of the donated
<br /> funds directly benefitting the recipients of the program.Now, Therefore, be it Resolved by the
<br /> Common Council of the City of South Bend as follows:
<br /> John Voorde, Councilmember At-Large, 1029 Clermont Drive, stated, Section One (1), It is my
<br /> distinct honor to publicly commend and honor the service of Mr. Larry Bauer,Mr. Don Fozo,Mrs.
<br /> Iris Outlaw,Mr. George Efta, and Ms. Jackie Rucker for their countless contributions made to our
<br /> community through their leadership on the Rebuilding Together Board. Section Two(2),On behalf
<br /> of the City of South Bend, Indiana, I am most humbled to thank Mr. Larry Bauer, Mr. Don Fozo,
<br /> Mrs. Iris Outlaw, Mr. George Efta, and Ms. Jackie Rucker for their longstanding service and
<br /> commitment to our city and wish them all luck in their retirement.
<br /> Councilmember Karen White stated, Section Three (3), This Resolution shall be in full force and
<br /> effect from and after its adoption by the Council and approval by the Mayor. We seek your
<br /> approval of this resolution.
<br /> President Tim Scott opened the floor to comments from all Councilmembers.
<br /> Gavin Ferlic, Councilmember At-Large, 1109 Duey Street, stated, Congratulations on all the great
<br /> work, thank you.
<br /> Councilmember John Voorde stated, This represents one hundred and three (103) years
<br /> collectively, in experience, on this board, and that is amazing. Congrats and thank you for all your
<br /> service.
<br /> Dr.David Varner, 5th District Councilmember, 1306 Clayton Drive, stated, I know everyone looks
<br /> forward to the activities of Rebuilding Together every year. In these twenty-four(24) and twenty-
<br /> five (25) years, we have covered a lot of ground. I appreciate your efforts and leadership.
<br /> Jo M. Broden, 4th District Councilmember, 1319 Ostego Street, stated, Congratulations. Great
<br /> vision as board members and great leadership over the years. The impact and longevity alone are
<br /> just amazing things. I know we have all benefitted from the work you do. I love this program
<br /> because it is so well orchestrated between the funding partners,the trades and the volunteers from
<br /> all different areas of our community. What a wonderful legacy to be a part o£
