Council would be taking action. Committeemember John Voorde made a motion to hear Bill No. <br /> 59-17, 60-17, 61-17, and 64-17 together for purposes of public hearing. Committeemember <br /> Regina Williams-Preston seconded the motion which carried unanimously by a voice vote of <br /> four(4) ayes. She then gave the floor to the presenters. <br /> Bill No. 51-17- Defraying the Expenses of Dept. and Civil City <br /> Bill No. 52-17- Defraying the Expenses of Enterprise Funds <br /> Jeri Hockenhull, City Controller of South Bend with offices on the 12th floor of the County-City <br /> Building, stated, In front of you there are three (3) documents. The first one (1) is simply the <br /> budget changes. Just the dollar amount changes from what the specific department may have <br /> presented to you,to now. That is the most up to date information. There wasn't really anything <br /> enormous that changed. In the Fund#101-0401 we decreased other professional services we had <br /> set aside for various projects. We reduced those to help balance the budget. There were a few <br /> changes in the Legal Department. They were able to make a couple adjustments and they are <br /> mainly salary-related. The Engineering Department had a few changes in their IT allocation. The <br /> Public Safety LOIT Fund also is earmarked for the Director of Public Safety. Our County Option <br /> Income Tax Fund has an extra$100,000 for permanent supportive housing as a result of the <br /> homeless initiative. The 2017 Parks Bond Fund is now in the information as well. The Sewage <br /> Capital Fund added a revenue and offsetting expense from TIF just to do some capital <br /> improvements, but it is net-zero. <br /> Committee Chair White opened the floor to questions from the Committee and Councilmembers. <br /> There were none. <br /> Ms. Hockenhull continued,the second package is just the general budget overviews. I've reached <br /> out to the State Board of Accounts and the DLGF to get a sense of what exactly we should be <br /> attaching to our ordinances for the budget. No one has come back with a clear-cut list of what we <br /> should present. We have provided the budget overview that is by Fund and it has revenues and <br /> expenditures. It has both 2017 and 2018. The last item gives the General Fund revenue in depth. <br /> Committee Chair White opened the floor to questions from the Committee and Councilmembers. <br /> There were none. She then opened the floor to members of the public wishing to speak in favor <br /> of or in opposition to the two (2) items of legislation. There were none. She then turned the floor <br /> back to the Committee for further comment or main motions. <br /> Councilmember Dr. David Varner asked, Is the Director of Treasury a new position? <br /> Ms. Hockenhull replied, Last year I changed the title of the Director of Finance to the Director of <br /> Treasury to better reflect the duties and responsibilities of that position. <br /> Committeemember Voorde made a motion to send Bill No. 51-17 and Bill No. 52-17 to the full <br /> Council with a favorable recommendation and continued both bills to the Council portion only <br /> for the October 23, 2017 Common Council meeting. Committeemember Gavin Ferlic seconded <br /> this motion which carried unanimously by a voice vote of four(4) ayes. <br /> 2 <br />
