SMfTHGAOUPN ATTACHMENT A October 16, 2017 Revised November 9, 2017 Revised November 30, 2017 Ms. Kara Boyles, City Engineer City of South Bend Public Works Division of Engineering 227 West Jefferson Boulevard, Suite 1300N South Bend, Indiana 46601 RE: Seitz Park Redevelopment Final Design and Implementation Dear Ms, Boyles: On behalf of SmithGroupJJR, Inc., ("SmithGroupJJR") I am pleased to submit this proposal for the design, engineering and implementation of Seitz Park along the St, Joseph River in downtown South Bend, The following is our understanding of the services which are to be provided, PROJECT DESCRIPTION, TEAM AND APPROACH SmithGroupJJR has been working with the City of South Bend ("CITY") on the Riverfront Parks and Trails plan and is positioned to implement the priority projects identified along the riverfront, it is necessary to develop final design plans for Seitz Park so it can be moved into implementation in concert with the Notre Dame hydro -electric project, currently working through the FERC approvals and permitting. Additionally, coordination with the Development Team for the Howard Park is required to ensure the needs of Seitz Park are met, including the riverfront connection coordination with Wharf Partners related to the Riverwalk connection to Colfax SmithGroupJJR will serve as the CITY's Lead Consultant for final design, engineering and! construction administration services. In addition, SmithGroupJJR will coordinate the efforts of other professional services (geotechnical, survey), and facilitate any necessary agency, permitting, or stakeholder meetings to ensure the successful completion of the project. We will partner with a local engineering firm, DLZ, to aid in the project and maintain a local presence throughout the implementation of the project, We will also partner with a local architect, EPOCH, to serve as the building architects and engineers, and Abonmarche will serve as the project surveyor. The main elements of this project include: • On -going coordination with Notre Dame as they finalize their design and implement the hydro project. On- going coordination with the Development Team, Wharf Partners for the Cascades project north of Seitz Park. • Coordination with other adjacent land owners and land users, including American General, Stephenson Mills and agencies including, but not limited to, the Indiana Department of Natural Resources (IDNR) to ensure the park is designed to accommodate the on -going uses and utilizes lands as needed for programming, connectivity and circulation. • Coordination of supplemental survey and geotechnicali engineering as needed to design the park elements. • Underground and overhead utility coordination with service providers to serve the infrastructure needs of the park — it is assumed all utility modifications, relocations and extensions of the existing site will be provided City of South Bend, Indiana Seitz Park Redevelopment Final Design and Implementation SmithGroupJJR South Bend, Indiana LETTER FORM PROPOSAL - I - Revised 11130117, 1110912017, 10/16/2017
