464 <br />IMPROVEMENT RESOLUTION NO. 2831 <br />FINAL CONFIRMATION OF IMPROVEMENT RESOLUTION <br />For the improvement of 29th Street from the South line of Pleasant Street to <br />the North line of Northside Boulevard by constructing a Class "C" pavement and Roll type <br />cement concrete curbs, under Improvement Resolution No. 2831, 1956, adopted March 12, 1956 <br />and first confirmed on April 3, 1956. <br />No written remonstrances or remonstrances against said improvement bearing the; <br />signatures of fifty-one (51%) or more of the resident property owners on said street to <br />be improved, having been filed within the ten (10) day period following the date and time: <br />of the hearing on said improvement, therefore <br />BE IT RESOLVED, by the Board of Public Works and Safety of the City of South <br />Bend, Indiana, that Improvement Resolution No. 2831, 1956, duly adopted by this Board on <br />f March 12, 1956, and first confirmed on April 3, 1056, be and same is in all things finally <br />confirmed and the improvemend is hereby ordered made. <br />R. Chapleau, Attorney <br />Tyr. Farabaugh, Attorney <br />Irving J. Smith, Chairman, called the meeting to order at 2:00 P.M. He then <br />introduced Mayor Voorde. <br />Mayor Voorde thanked everyone for being present and then discussed the overall <br />''problem of the Sample and Olive crossing. He also suggested the possibly of moving the <br />.railroad yards west. <br />The Mayor then introduced Ernest H. Miller, Traffic Engineer, who displayed <br />ichants drawn from the results of the survey he had taken on March 7th and 8th at the Sam— <br />ple -Olive Streets Crossing. This chart showed the peak hours of traffic and the amount <br />of time trains blocked the crossing. <br />Mayor Voorde then introduced Captain Hazinski, of the Traffic Division. Ca.p- <br />tain Hazinski explained the result of recent 2-year study of increasing number of accidents <br />,in the immediate area of the Olive -Sample St. crossing. Reason for increase is traffic <br />using surrounding streets to avoid crossing the tracks at Sample and Olive Streets. <br />Mr. D. B. Ingold, Superintendent of the New York Central Railroad Company ex- <br />plained that moving the yards west would interfere with U. S. #20. Also, if the railroad' <br />iyards were moved out 10 miles, cost of operating would be too great. More time would be i <br />needed for moving purposes. <br />Mr. A. G. Thernstrom, of the Grand Trunk Railroad Company agreed with D/ Ingoldts <br />statement. Mr. Thernstrom feels that Grand Trunk is not responsible for the traffic hold:' <br />up at Sample -Olive Street crossing and he does not feel that there is sufficient space toil <br />locate switching yards between Olive Street and Mayflower Road. . <br />C7 <br />• <br />CJ <br />U <br />
