<br />The Board approved plans for the pavement improvement of SOUTH HALF OF EISENHOWER
<br />AVENEU, from Harbor Avenue to Delano Avenue, submitted by Wilbur H. Gartner & Associates,:;
<br />and certified by Paul L. Roelke, registered professional engineer.
<br />Then appeared before the Board, Mr. Robert H. Powers, together with a group of
<br />citizens representing the Parent -Teachers Association and the Christiam Family Movement,
<br />and brought to the Board's attention the showing of a film at the South Bend Auto
<br />Theatre, recently which, based upon the newspaper advertisement, and descriptive matter
<br />contained in hand bills distributed at the time of its showing indicated the film to
<br />be indecent. Inasmuch as none of the members of the group had seen the film, and
<br />no power of censorship presently lies with the Board, the Board could take no action,
<br />but offered to the group the suggestion of Chief of Police, R. J. Gillen, that they
<br />I deal directly with the theatre operator from the standpoint that their entire membership
<br />would be circularized and would endeavor to curtail patronage. It was also suggested
<br />that they combine their efforts with the Catholic Legion of Decency.
<br />Next appeared before the Board, Richard L. Welsh, representing the Yeager Motor
<br />Company, and requested permission for the use of mobile searchlight for publicity
<br />1 purposes at 225 S. Lafayette Boulevard, throughout the evenings of November 3rd, 4th,
<br />and 5th. Permission was granted.
<br />Edward A. Smith, representing Chas. W. Cole & Son, being present, the Board
<br />�j made the request that this firm continue their engineering services and proceed with
<br />I the plans and specifications for the widening of Indiana Avenue, from Michigan Street
<br />west to Prairie Avenue. The Board further requested the engineering firm to take note
<br />of the area immediately west of Prairie Avenue and.Swygart Street and submit an estimate.!
<br />of the work and cost that would be involved in condemning property, in order to obtain
<br />a full sixty foot right of way throughout Indiana Avenue.
<br />The Board read and acknowledged the assignment given the First Bank & Trust Co.,
<br />by the.Mitschelen Construction Company, copy of which was placed in the hands of '
<br />1; Edward A. Smith for Chas. W. Cole & 'Son.
<br />The engineers, Chas. W. Cole & Son, brought to the attention of the Board the
<br />need for an additional sewer, as a part of the drainage for the Eddy Street widening
<br />j' ro ect, and of the need for an additional $1,000.00 required in adjustment of expense
<br />n he acquiring of one of the properties involved. The Board thereupon, authorized
<br />Chas. W. Cole & 'Son to prepare plans and specifications for a relief storm sewer to be
<br />ii constructed in Eddy Street, from Jefferson Boulevard north`to Washington Street.

<br />Report of Traffic Engineer, E. H. Miller, pertaining to the correction of
<br />double parking nuisance in the vicinity of the John Adams High School, and his findings
<br />'! relative to general parking conditions in the 1500 and 1600 blocks of Wall Street, was
<br />read and ordered placed on file.
<br />CERTIFICATION OF COMPLETION
<br />IMPROVEMENT RESOLUTION.NO. 2810 — 1955
<br />In the matter of sewer improvement on THIRTY=FIFTH STREET, Certificate of
<br />Completion was furnished by the civil engineer, Wilbur H. Gartner & Associates, by
<br />Paul L. Roelke, of the contract between the City of South Bend, Indiana, owner, and
<br />Niles_Excavating Company, Contractor, for the construction of sewer improvement on
<br />'i THIRTY-FIFTH STREET from Jefferson Boulevard to approximately 775 feet north, under
<br />Improvement Resolution No. 2810, has been completed in accordance with the plans and
<br />specifications for this project.

<br />RESOLUTION NO. 2810 — 1955
<br />BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend,
<br />Indiana, that the Final Estimate and Primary Assessment Roll submitted to the Board;
<br />by the City Civil Engineer or his duly authorized representative on this 17th day of
<br />October, 1955, on the improvement known as the THIRTY-FIFTH STREET LOCAL SEWER as
<br />described in Improvement Resolution No. 2810, 1955.,.passed by.the.Board of Public
<br />Works and Safety on June 20, 1955, and confirmed by said Board on July 10, 1955s be
<br />and the same is hereby adopted, and the Clerk of this Board is hereby requested to
<br />I; give notice of the hearing of Special Benefits on said Improvement, as required by
<br />I Section N. 111 or 120 of an Act entitled, "An Act Concerning Municipal Corporation"
<br />approved March 6, 1905.
