<br />Both bids were referred to the Consulting Engineers, Chas. W. Cole & Son , for
<br />tabulation and recommendation.
<br />The Board examined and ordered filed Engineer's Estimate covering all costs to be
<br />involved in the improvement of Eddy Street from ten (10) feet South of the north curb
<br />;line of Jefferson Blvd. to the center of Madison Street by construction of an 8 inch
<br />thick concrete base widening and hot asphaltic concrete pavement resurfacing, in accord
<br />;;with the profiles, drawings, plans, general details and specifications approved by the
<br />;'Board submitted by Chas. W. Cole & Son, this date, the same being designated as Eddy
<br />''Street Contract No. 2.
<br />The Board took note of copy of letter sent C. Harry Swanson, Inc. under date of
<br />".August 26, 1955, over the signature of the Building Commissioner, relative to proper
<br />compacting of fill dirt in Swanson Park 6th Addition, and ordered this copy placed on
<br />file.

<br />Then appeared before the Board,Traffic Engineer E. H. Miller and brought to the
<br />Board's attention the urgent need for installation of traffic signals at the intersection:
<br />of Angela Blvd. and Riverside Drive. The Board granted approval for such installation.
<br />Engineer Miller then reported on his investigation of need for speed caution signs j
<br />in the 500 block of East Angela Blvd. The Engineer recommended the installation of
<br />30 inch S-CURVE signs, together with 20 M.P.H. speed limit signs at this site, and the
<br />!;Board approved his recommendation and the installing of signs accordingly.
<br />Traffic Engineer Miller then reported his findings relative to petition filed under
<br />date of July 6, 1955 to reduce speed limit on Portage Avenue, from the 1600 block to
<br />;the City Limits, to 20 M.P.H. It was the opinion of the Engineer in
<br />view of the present 30 MP.H. limit now in effect,'that reducing the limit to 20 M.P.H.
<br />would tend only to increase the violators. Also, in view of the fact that an Auxiliary
<br />,Police Woman is on duty at those times when street is being crossed by school children, ;I
<br />sufficient protection is being provided. Consequently, it is the Traffic Engineers
<br />:;recommendation that no change be made in the 30 M.P.H. speed limit for which this
<br />i section of Portage Avenue is presently posted. It was the consensus of the Board to
<br />accept the Traffic Engineerts recommendation in the matter.
<br />The Traffic Engineer then reported in the matter of the blocking of pedestrian
<br />: traffic by over -length trucks at the loading dock of Armour & Company on Chapin Street,
<br />advising that for the present and until such time as better dock facilities can be
<br />provided, Armour & Company are using street barricade and flares for the safe guidance
<br />of Chapin Street pedestrians.
<br />Traffic Engineer Miller next reported in the matter of trucks damaging sidewalk
<br />and curbing on the south side of street at the 100 block Woodside Avenue. The Engineer
<br />confirmed the damage and violation of regulations indicated in the Building Commissioner's
<br />letter of August 19, and informed the Board that Captain Clem Hazinski has assigned an
<br />officer to enforce loading and unloading regulations at this location.
<br />The Board next approved the installation of the following STOP and YIELD RIGHT OF
<br />1 WAY signs:
<br />STOP sign to be installed in alley, north south, between Main and Lafayette Sts.
<br />one the south side of Colfax Ave.,
<br />YIELD RIGHT of WAY signs to be installed on Flag Ave., both sides, at Rockne Dr.
<br />YIELD RIGHT of WAY signs to be installed on Huron Street, both sides, at Edison Dr.`:
<br />YIELD RIGHT of WAY signs to be installed on MacArthur St. both sides, at Pyle Ave.
<br />YIELD RIGHT of WAY signs to be installed on Northwood at Rockne Northwest corner.
<br />and on southwest corner of Bader at Rockne.
<br />The Traffic Engineer's need for ten (10) 8-foot traffic signal posts, two (2) 2-way
<br />3-section traffic signal heads, and six (6) 1-way 2-section traffic signal heads was
<br />next considered and approved, and the Clerk was directed to proceed with the purchase
<br />of the required equipment.
<br />The Board next took note of Chief Gillen's report of attempt to serve notice on
<br />management of parking lot at Madison and Michigan Street, and directed that the police
<br />continue -.in their effort to deliver the Board's order to the manager of this parking lot.'
<br />The Board then examined and approved plans, contract documents and specifications
<br />for the widening and resurfacing of Miami Street, from Ridgedale Avenue to Ireland Road
<br />as submitted by Clyde E. Williams & Associates. The Clerk was directed to proceed with
