<br />;.pointed out that the immediate surrounding area and the location of the section of
<br />'street described by the complainant lies upon a muck bed and any repair of this street
<br />will be costly and contingent upon the construction of approved curbing by the property
<br />i owners involved, before any steps can be taken by. the City for the re -construction and
<br />improvement of this street. It was agreed, the City Engineer will make a survey of the
<br />condition now existing and submit to the property owners figures indicating the approxi
<br />mate cost to provide new curbing and sidewalks, on the basis of which, provided the
<br />residents proceed with such construction, the City will make street improvements, includ
<br />ing manhole and necessary catch -basins, for this specific section of Roosevelt Street.
<br />Then appeared before the Board Mrs. Harold Zisla and Mrs. Victor Reamer, request
<br />ing permission for the blocking
<br />kin off of Woodvale from Byron to the dead end, for a Block
<br />'i Party to be held September 17, 1955 from 8:00 to 11:00 P.M. The Board granted permission;.
<br />Next appeared before the Board,Mr. Henry Szigat, a licensed chauffeur, inquiring
<br />;as to City ordinance governing a business enterprise in the nature'of "week -end service"
<br />of automobile and chauffeur, and long distance and interstate private transportation
<br />('service, which Mr. Szigat now engages to provide. The City Attorney, being present,
<br />after referring to all ordinance governing various types of taxicab and passenger trans-
<br />portation, assured the Board and Mr. Szigat that his enterprise does not fall under any
<br />of the types of service presently governed by City ordinance.

<br />The request of Mr. Ernest Borrer that the Kiwanis Club "Newsboy Day" be set for
<br />Saturday, September 17, 1955 was next considered. There being no conflicting committment,:
<br />I the Board granted this date for this annual downtown activity of the Kiwanis Club, and
<br />it was so ordered."
<br />The Board next examined a petition, dated August 20, 1955, to vacate alley
<br />running north and south, between Michigan and Main.Streets, commencing on the south
<br />line of Dean Street, and ending on the north line of Klinger Street. Petition was re- k
<br />ferred to the City Planning Commission for their investigation and recommendation.
<br />STREET DEPARTMENT:
<br />Street Commissioner,H. M. Tomlinson, being present, brought to the Board's
<br />attention his department's urgent need for a gasoline -powered chain saw and a spraying
<br />machine to apply weedkiller and other liquids. The Board granted approval for purchase
<br />of this ,equipment,.
<br />Commissioner Tomlinson also brought to the Board's attention the Street'depart-
<br />ment's need for a 2-door Sedan, and funds being found to be available to obtain this
<br />equipment, the Clerk was directed to advertise for bids.
<br />Then appeared before the Board Engineer W.S. Moore and some discussion was
<br />given to the use of a salt -resistant coating in the form of rubberized paint to prevent
<br />further damage to cement', citing in particular such damage done the sidewalks of the
<br />Twyckenham Bridge, and it was pointed out that the City is following the policy of the
<br />use of such coating on concrete construction subject to salt damage, which insures
<br />against such injury for a substantial period of time.
<br />The Board next approved plans and specifications for the resurfacing of Ewing
<br />Avenue, from Michigan Street to Franklin Street, as submitted by Engineer W. S. Moore,
<br />under the 1954 General Street Improvement Program, and authorized the Clerk to proceed
<br />with legal advertising for bids, to carry out this. project. Estimate of costs were
<br />examined and ordered filed.
<br />I' The Board next approved plans and specifications for the Clive Street Improve-
<br />ment Program - Section "B" to provide an additional four feet on the west side only,
<br />from Western Avenue to Washington Street. The Clerk was directed to proceed with legal
<br />advertising for bids, ,to carry out this project. Estimate of costs were examined and
<br />ordered filed.
<br />A petition, dated August 18, 1955, calling for the improvement of Elmer Street,
<br />from Keller to Bulla Street, by the construction of a permanent type of pavement under
<br />the Barrett Law plan, was examined and referred to the office of the City Engineer for

<br />investigation and recommendation.
<br />The Board next added an addendum to the contract entered into under date of
<br />August l., 1955, for engineering services, in connection with the improvement of
<br />William Street, between Lincoln Way West and Madison.Street. This addendum extends
<br />these engineering services, and the William Street improvement to Marion Street, and
<br />also includes the improvement of Madison Street from William Street to a point
<br />approximately 300 feet east of William Street.

<br />The Board next examined a petition dated August 17, 1955 for the removal of
<br />'! junk yard in alley between Thomas and Napier Street, and referred this petition to
<br />! Assistant City Attorney Arthur W. Frisk for his consideration and advice.

<br />The time now being 10:00 A.M. CST, it was so announced and the Board proceeded
<br />with the opening of bids to improve Eddy Street from Jefferson Blvd. to the center
<br />of Madison Street under the 1954 General Street Improvement Program.
