<br />The Engineering Department is directed to prepare an assessment roll covering the
<br />;.assessment of benefits and the award of damages to the surrounding properties.
<br />R. S. Andrysiak, City Engineer, filed primary assessment roll showing the award4§
<br />of damages and the assessments of benefits in the matter of the vacation of -the alley
<br />'between north St. Louis Boulevard and north St. Peter Street, from the north line of
<br />St. Vincent Street to the south line of the alley north of St. Vincent Street
<br />and from the north line of the alley north of St. Vincent Street to the south line of
<br />Napoleon Boulevard, under Vacation Resolution No. 2812.
<br />In the above named assessment roll, the Board hereby orders that it wi1l meet in
<br />the City Hall at 10;00 A. M. C.S.T. on the 6th day of September, 1955, for the purpose
<br />of hearing and receiving remonstrances from all persons interested in or affected by
<br />said vacations, and the Board furthe orders that notice of said hearing, together with
<br />amount of damages awarded and benefits assessed be addressed to the property owners by
<br />publishing same on the 12th day of August, on the 19th day of August, and on the 26th
<br />'day of August, 1955, in the South Bend Tribune and the Tri-County News.
<br />The Board next approved the request of the Major General Maurice D. Rose Post No. 318
<br />;Ladies Auxiliary, that Monday, September 12, 1955 be committed to their organization
<br />for their annual Flower Tag Day; there being no conflicting commitments.
<br />A letter, dated August 5, 1955, was received from the City Planning Commission
<br />recommending the vacation of the east -west alley running from Ironwood Street east to
<br />Congress Avenue between Solomon Avenue and Union Street in Edison Park Subdivision,
<br />subject to the retention of necessary utility easements, and this was referred to the
<br />Engineering Department for further consideration.
<br />Then appeared before the Board, Mir. Richard Gartner, and considerable discussion
<br />was given the matter of payment to contractor for work performed under the 1954 General
<br />Street Improvement Program. Agreement was reached satisfactory to Mr. Gartner.
<br />The Board examined and signed contract between Morris B. Hoffman and the City of
<br />South Bend in connection with the program for the widening of Eddy Street, and examined
<br />and approved appraisal report of Russell Oberlin, realtor, for property required for
<br />the extension of Colfax Avenue east to Ironwood Drive.
<br />The Board then read the letter of Caroline McNamara, dated August 2, 1955, and
<br />it was unanimously agreed to indemnify Mrs. McNamara in the sum of $15.75 for damage
<br />.done to curbing in front of 116 Peashway by the City Street Department equipment.
<br />,'TRAFFIC DEPARTMENT:
<br />E. H. Miller, Traffic Engineer, then appeared before the Board and reported upon the
<br />,violation of ordinance by Armour & Company, stating that loading dock constructed for
<br />the specific purpose of complying with ordinance now fails to meet these requirements
<br />due to the increased length of refrigerated trucks used by their carriers, and that
<br />Armour and Company are asking for one week to notify all carriers, before the Board
<br />:..proceeds with its declared policy to arrest and fine for these repeated violations.
<br />Mr. Miller further advised that an Armour and Company general manager from Chicago
<br />will be in South Bend this week to discuss and correct this particular problem.
<br />A petition, bearing date of July 6, 1955, and thirty or more signatures, requesting
<br />Speed Limit signs be changed from 30 M.P.H. to 20 M.P.H. on Portage Avenue, from the
<br />1600 block to the City Limits, was examined and referred to Traffic Engineer, E. H.
<br />Miller, for investigation and report.
<br />The Traffic Engineerts need for 200 U-Posts, available at the pre -steel advance
<br />price of $2.34 was authorized by the Board and the Clerk was directed to proceed with the
<br />purchase.
<br />The Board approved the following installations -
<br />STOP SIGN - on Southwest corner of Dean Street at St. Joseph Street
<br />on Sample Street, both sides, at Lombardy Drive, making
<br />this a four-way stop
<br />on Altgeid Street, both -sides at Leer Street.
<br />YIELD RIGHT OF WAY sign - on Northwest corner of Main at Chippewa Ave.
<br />An Excavation Bond in the sum of $1,000.00, was examined and approved for Riggs
<br />':and Sons, Plumbing and Heating Co., Mishawaka, Indiana.
<br />Contractor's Bond, in the sum of $5,000.00, for Harry H. Verkler, was examined and
<br />approved,. and also Contractor t s Bond for $1,000.00, for Frank Lupa.
<br />There being no further business to come before the Board, the meeting was adjourned
<br />at 11:55 A. M.
