<br />After examining the Engineerts Report in the matter of bids for the improvement j
<br />of GRANT STREET, from the center line of Indiana Avenue to the center line of Prairie j
<br />Avenue by constructing a local sewer, in accordance with Improvement Resolution No. 2794
<br />passed by the Board of Public Works and Safety on July 6th and confirmed by said Board
<br />on August 2n4,1954, the Niles Excavating Company of Niles, Michigan, was awarded the
<br />contract as they submitted the lowest and best bid for constructing local sewer.

<br />Public Works and Safety having proofs of publication of the notices to property owners and

<br />BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend,
<br />Indiana, that the Primary or Preliminary Assessment Roll adopted by the Board on the
<br />2nd day of August, 1954 for the improvement of EAST COLFAX AVENUE(NORTH SIDE) by construct
<br />ing a sidewalk and curb be and the same is in all things confirmed.

<br />H. M. Tomlinson, Street Commissioner, appeared before the Board and first took up
<br />with the Board, the matter of two or three lots on Beale Street which are without electric
<br />service, due to the fact that no alley exists at this time and the Indiana & Michigan
<br />Electric Company refuse to set their poles without definite indication of the alley
<br />location. The Commissioner was informed by R. S. Andrysiak, City Engineer, that frith •
<br />the alley location properly cited to the Indiana & Michigan Electric Company's construe-
<br />tion department gang foreman, the poles would be erected and electric service supplied
<br />to the residents of these lots.

<br />Commissioner Tomlinson also called to the attention of the Board, a serious hazard
<br />now prevailing at the garbage dump due to an excess of scavengers, including children
<br />placing a considerable responsibility upon the bulldozer operator to avoid injury or the
<br />burying of a scavenger, in the performance of the required bulldozing operations. The
<br />Board directed the Commissioner to refuse admittsnee to the dump of refuse trucks carry-
<br />ing children, and to use every means available to keep children out of the area. The
<br />Board also directed that a sign be erected with the wording: NO SCAVENGERS ALLOWED,
<br />Neither Robert, nor Eugene Ham having appeared in response to notification sent the •
<br />by the Board, under date of August 18, 1954, hearing in the matter of the removal of their
<br />junk yard was deferred to the next regular meeting, Monday, August 30th and the Clerk was
