<br />;and asked for a re -statement of the cooperative efforts made by the railroads and the
<br />!truckers to remedy this traffic problem. After some discussion it was conceded -by the
<br />,truckers that the Grand Trunk Western has cooperated fully in keeping switching oper-
<br />ations involving this crossing to a minimum. Macolm M. Bell of Elkhart, an operations
<br />executive of the New York Central, contended that seventy-five percent of their
<br />;switching operations are confined to the yards west of Olive Street, and that if his
<br />!office is notified, either directly, or through Traffic Engineer, E. H. Miller, as to
<br />time and date, and locomotive number of the offending switching crew, the New York
<br />Central, will be able to bring this problem under control. It was the final decision
<br />in the discussion to further attempt to correct and control the excessive switching
<br />Operations, which have brought about this complaint, thru the established committee
<br />;comprised of Messrs. Seeburger and Thompson of the New York Central and the. Grand Trunk
<br />Western Railroad, E. H. Miller, Traffic Engineer of the City of South Bend, and Yard-
<br />master Hickey of the New Jersey Railroad.
<br />The Board next directed the Clerk to proceed to advertise Notice of Condemnation,
<br />in accordance with resolution adopted at the regular meeting of the Board on Monday,
<br />! May 10, 1954, for the purpose of acquiring easement rights to certain tracts of propert
<br />in connection with the sewage disposal system.
<br />A letter was received from the City Plan Commission,under date of May 22nd,
<br />recommending the vacation of alley between Lot 2 of Susan M. Stokes, Subdivision of
<br />B. 0. L. 96 and Pulaski Park, and this was referred to the Engineer for investigation.
<br />A letter was received from the City Plan Commission, under date of May 22nd,
<br />recommending the vacation of the alley beginning on the south side of Thomas Street
<br />running south along the west line of Lot Twenty -Four (24), between McPherson and Laurel
<br />Streets, a distance of 134.51, and this was referred to the Engineer for investigation.
<br />SANITATION:
<br />H. M. Tomlinson, Supt. of the Sanitation Department, being present, the Board
<br />issued the directive that garbage truck crews are not to pick up any trash, ashes, or
<br />other refuse, but confine their pick up to garbage. The Board further directed that
<br />the Sanitation Department must insist upon compliance on the part of householders with
<br />the Boardts regulation that garbage is to be wrapped in paper before being place in
<br />regulation metal container.
<br />STREET DEPARTMENT:
<br />Street Commissioner, H. M. Tomlinson, being present, took up with the Board the
<br />matter of the oiling of Circle Avenue and the area on Niles Avenue occupied by the
<br />Co -Operative Coal Company, Co -Operative Locker Plant and New York Central Railroad.
<br />The Board approved agreements reached between the Commissioner and the commercial
<br />interests involved, and directed that the Commissioner proceed with the oiling operations.
<br />A petition requesting the oiling of the street in the 400 block of Wellington Stre
<br />was approved by the Board and Commissioner Tomlinson was directed to proceed with this
<br />improvement.
<br />The Board further directed that the Street Department oil that section of Riversid
<br />Drive in the area of construction activities now under way in connection with the
<br />Sewage Treatment Plant and appurtenances thereto.
<br />Mr. Edward Barkowski then appeared before the Board requesting permission for the
<br />erecting of a signboard at Western Avenue and Taylor Street. City Attorney, I. A.
<br />Hurwich informed Mr. Barkowski that upon receipt of satisfactory written agreement that
<br />he would be responsible for the removal of the sign, in the event the City requires the
<br />location for street widening at a later date, the Board is agreeable to permit the
<br />erection of sign in accordance with his request.
<br />VACATION RESOLUTION NO. 2774
<br />This being the date set,, -hearing was held on the assessment roll showing the
<br />award of damages and the assessment of benefits in the matter of vacation SORIN STREET
<br />FROM PRESTON DRIVE TO THE EAST,LINE OF THE RECORDED MCKINLEY TERRACE ADDITION TO THE
<br />CITY OF SOUTH BEND, INDIANA, legally described in Resolution No. 2774, on file in
<br />the Board of Public Works and Safety Office.
<br />In the above named assessment roll, no remonstrators appeared and no written
<br />remonstrances were filed, the Clerk of the Board submitted proofs of publication of
<br />notices and same were found sufficient, and the Board, therefore, finds that the
<br />several lots and parcels of land have been benefited and damaged in the amounts shown
<br />on said roll. The Board, therefore, decided to take final action on said assessment
<br />roll and declares same in all things ratified, confirmed and approved without modi-
<br />fication and the proceedings closed, and the street vacated upon receipt of the amount
<br />of benefit assessments from the various property owners so benefited and all proceed-
<br />ings had with reference to said street vacation are hereby sustained.

<br />Traffic Engineer, E. H. Miller, being present, brought to the Boardts attention
<br />a letter from Mr. H. S. Cover, concerning the practice of night -parking along his
<br />premises, resulting in:the unsightly collection of bottles and empty beer cans, and
