<br />Company, Contractors, bearing date of May 18, 1954, was examined and approved by the
<br />Board.
<br />ENTRY OF PETITIONS PRESENTED
<br />The Board of Public Works and Safety hereby receives and places on file the petitions
<br />of School City of South Bend for the improvement on SOUTH LAKE STREET ( EAST SIDE),
<br />lfrom the south line of Western Avenue to the north line of Ford Street, and the improve
<br />ment on COLFAX AVENUE (NORTH SIDE) from the east line of Greenlawn Avenue.to the west
<br />line of Coquillard Drive.

<br />PETITION REFERRED TO ENGINEER
<br />The Petitions of School City of South Bend for the improvement of SOUTH LAKE STREET
<br />(EAST SIDE) from the south line of Western Avenue to the north line of Ford Street, by
<br />constructing a sidewalk, and the improvement of COLFAX AVENUE (NORTH SIDE) from the
<br />east line of Greenlawn Avenue to the west line of Coquillard Drive by constructing a
<br />sidwalk and curb, was referred to the engineer for investigation and recommendation.
<br />CITY CIVIL ENGINEERtS RECOMMENDATION
<br />The City Engineer being present, made the recommendation that the petition of
<br />School City for the improvement on SOUTH LAKE STREET ( EAST SIDE) AND COLFAX AVENUE
<br />(NORTH SIDE) be granted. The Board then directed that the firm of Wilbur H. Gartner
<br />and Associates prepare general details, drawings, specifications, and preliminary
<br />improvement resolutions for the two improvements to be constructed and the firm was
<br />so notified.
<br />PLANS REPORTED
<br />Wilbur H. Gartner & Associates, Civil Engineers, filed Profiles, Drawings, Plans,
<br />General Details, Specifications, Estimates and the Preliminary Improvement Resolutions
<br />for the improvement of COLFAX AVENUE ( NORTH SIDE) from the east line of Greenlawn
<br />Avenue to the west line of Coquillard. Drive for constructing a sidewalk and curb,
<br />AND SOUTH LAKE STREET ( EAST SIDE) for constructing a sidewalk, under improvement
<br />resolution Nos. 2776 and 2777.
<br />Tne boara approvea the reports ana passea imrovement xesomutions, autnorizing these
<br />improvements, and the 11_th day of June 1954, at the hour of 10:00 A. M. Central Standard"
<br />Time is hereby fixed as the time, and the office of the Board of Said City as the place
<br />when and where all persons whose property may be affected by such proposed improvements,;;
<br />may be heard as to the necessity for the same, and all petitions and remonstrances
<br />received, and the Board will on said day, decide whether the benefits accruing to
<br />abutting and adjacent property, and to the City of South Bend, Indiana, will be equal
<br />to or exceed the estimated cost of said improvements. The Clerk of the Board is hereby I
<br />ordered to give notice by two weekly publications, of the time and place of hearing of
<br />these resolutions passed by the Board on the 24th day of May, 1954, and to be published
<br />on May 28th and June 4th in the South Bend Tribune.
<br />The Hon. Walter C. Erler appeared before the Board, registering dissatisfaction with
<br />the established system of garbage pick-up and declaring his preference for the curb
<br />pick-up system, formerly in effect in all locations where access to an alley does not
<br />exist.
<br />The Board next examined petition filed under date of May 20, 1954, protesting the
<br />construction of a parking lot and freight unloading zone at the rear of Casimerts
<br />Super Market, 3410 Western Avenue, and heard three spokesmen for the petitioners,
<br />Mesdames Robert L. Martin and Jack Buck, and Mr. Miathew Swizek. The Board referred the
<br />matter to the Building Commissioner, and informed the petitioners, through their rep-
<br />resentatives, that the matter would be given immediate attention.
<br />The Board next examined and approved the construction of a canopy on new store front
<br />at 1519 Portage Avenue, in accord with blueprint,submitted by Mr. & Mrs.. James Borden.
<br />Then appeared before the Board, Attorneys Geo. N. Beamer and Louis C. Chapleau,
<br />representing the New York Central and the Grand Trunk Railroads, and a delegation
<br />representing the Truckers Association, the spokesmen for which were Messrs. J. H.
<br />Ellsworth, George Kessler, and Homer Fitterlir_g. The first matter takne up was that
<br />of the .paving of Sample Street, from, Lake Street to Albert Street.
<br />The City Engineer, R. S. Andrysiak, explained this improvement cannot be effected,
<br />inasmuch as, after two attempts, it has been impossible to secure the financial aid of
<br />the industries and commercial interests from whom the costs of the contemplated paving
<br />would have to be obtained.
<br />A spokesman for the Truckerts Association also called attention to the relief needed
<br />from the standpoint of routing, and in this connection the Board, thereupon, declared
<br />Chapin Street open for truck transportation from Western Avenue to Prairie Avenue. The
<br />Board stressed, however, that under no circumstances is Chapin Street available to
<br />• such transportation north of Western Avenue.
<br />The City Engineer then stated that a complaint had been filed by the trucking
<br />'concerns in regard to the blocking of the crossing at Sample and Olive Streets, and
