<br />Petitions, presented to the Board by Attorney Joseph T. Pawlowski, for the United
<br />ab Company of South Bend Inc., and Yellow Cab Company of South Bend, Inc., were examined
<br />hid referred to the Traffic Engineer for his investigation and report.
<br />The request of Radio Distributing Company for permission to install a 45 f t. tower
<br />front of their place of business, after due consideration by the Board, was denied.
<br />A letter from John Rupp, 1108 West 6th Street, Mishawaka, reporting damage to his
<br />r by loose manhole cover at the intersection of Bertrand and Olive Streets, on the
<br />ght of October 1, 1953, accompanied by an appraisal sheet indicating estimated repair
<br />st, prepared by L. 0. Gates Chevrolet, Inc., was next examined and considered by the
<br />ard. It was the consensus of opinion that the City should assume the cost of such
<br />mage as was incurred at the time of the accident, which is a matter of record in the
<br />lice Department. The Board then referred both the letter and appraisal to the Street
<br />mmissioner for his investigation and report.
<br />RTREET DEPARTMENT:
<br />Street Commissioner, H. M. Tomlinson, being present, brought to the Board's atten-
<br />tion, his urgent need for a wash rack on which to wash all city -owned trucks, including
<br />the new Sanitation Department trucks equipped with Packmaster bodies. The Commissioner
<br />informed the Board of the quotation of $355.00 to provide an 18 x 24 foot wash rack with
<br />a 12-foot catch -basin two foot in width, the Street Department to do the required
<br />excavating. The Board approved the wash rack and directed the Commissioner to accept
<br />the $355.00 quotation and proceed with its construction.
<br />!TRAFFIC DEPARTMENT:
<br />Traffic Engineer, E. H. Miller, being present, called the attention of the
<br />Board to the need of Traffic Department employee, Devite Nelund, for a new belt to replac
<br />Told and worn belt, supplied by the City, because of a back injury suffered by this
<br />amployee in line of dutt. Funds being available, the cost negligible, and the Board
<br />;being assured of the need for the continued use of this brace or belt, approval was
<br />!granted for its purchase.
<br />Considerable discussion next ensued in regard to the unauthorized removal of
<br />iparking signs at 602 South Walnut Street. The Board directed that new signs,replacn g
<br />;those which have disappeared,are to be installed without delay.
<br />The installation of S-T-O-P signs at the intersection of Elwood Avenue and Wilbur
<br />,Street, making this a 4-way stop intersection, was approved by the Board.
<br />Considerable discussion was then given the present practice of permitting left
<br />;hand turns from the through or second lane of traffic on one-way streets. No decision
<br />;eras reached, although it was conceded that eventually these lanes will have to be marked

<br />permissable or mandatory" seemed to be the consensus of opinion.
<br />A petition to vacate alley between Lots 69 and 70 in Martin's Addition, submitted
<br />by Victor Freeman, Gilbert L. Schaus, and Sears, Roebuck & Company was examined and
<br />!referred to the City Plan Commission.

<br />An Excavation Bond, in the sum -of $5,000.00, binding Joseph Young and Howard
<br />Goodhew, as principals, and American States Insurance Company, as surety, was examined
<br />and approved by the Board.
<br />An Excavation Bond, in the sum of $2,000.00, binding E. J. James, as principal
<br />and the Fidelity & Deposit Company of Maryland, as surety, was examined and approved by
<br />the Board.
<br />Excavation Bonds, each in the sum of $1,000.00, binding Howard Mendenhall, as
<br />principal, and the Western Casualty and Surety. Company of Ft. Scott, Kansas, as surety
<br />and binding Harold H. Schanfald, as principal, and the American Indemnity Company, as
<br />surety, respectively, approved by the Board, were ordered filed.
<br />The following twelve Contractor's Bonds, each in the sum of $1,000.00, approved
<br />by the Board, were ordered placed on file:

<br />A Certificate of Insurance, submitted as a sample, by the Ohio Oil Co., of the
<br />type of liability policy this firm proposes to provide through the Hartford Accident &
<br />Indemnity Company, in lieu of Sign and Billboard Bond and Contractor's Bond they now
<br />have on file with the City of South Bend, was examined by the Board, and deemed unsatis-
<br />factory since it does not coincide with the uniform method of handling of this type of
<br />bonding established and found to best meet our requirements. The Clerk was directed to
<br />advise The Ohio Oil Company accordingly.
<br />There being no further business to come before the Board, the meeting was adjourne
<br />t 11:30 A. M.
