UXE <br />The Board authorized the continuance in the office of Secretary of the City Plan <br />Commission, of Mr. Dalton Moomaw, to January 1, 1954, on which date Mr. Huff is to <br />assume these duties. <br />STREET DEPARTMENT: �� ■ <br />H. Tomlinson, Street Commissioner, being present, brought to the Board's i <br />attention, his need for additional quantities of gravel, and the Clerk was directed to I <br />proceed immediately with the required legal advertising,. <br />The most urgent needs for the operation of the sanitary land fill was then taken up • <br />and after consultation with Mr. Ivan Hines, State Board of Accounts Examiner, it was j <br />found that funds are available for the employing of a needed additional bull -dozer, <br />which is to be put into immediate operation, due to the excessive amount of refuse now <br />being received at the fill site daily. Ij <br />The Board took note of the urgency for securing an additional appropriation to <br />establish a contingency fund for the possible continued need of rental equipment at the <br />land fill., pending delivery of equipment to be purchased with bond issue now before <br />the Common Council for this specific purpose. The City Attorney will give this matter <br />the required attention during the current week. <br />i • <br />TRAFFIC DEPAR TItiEN T : <br />City Engineer, Ray S. Andrysiak, called attention to the indications that resur- <br />,I <br />facing of Lincolnway West will get under way within a short time, and it is, therefore, <br />important at this time to avoid any operations which would tend to obstruct the free <br />flow of traffic on Western Avenue, while resurfacing of Lincolnway West is in process. <br />Traffic Engineer, E. H. Miller, being present, brought up for discussion the <br />continual demand for speed limit signs. It was pointed out that enforcement of speed <br />limits in residential areas is not dependent upon, and does not require the posting <br />of such signs. The 'Yield Right -of -Way" signs were again considered nn.d favorably <br />{ <br />commented upon. Three traffic signals were approved for Jefferson and Hill Streets. <br />In the matter of recent complaint made before the Common Council in regard to <br />i <br />railroad smoke nuisance in the vicinity of Dunham Street, the Board received the. <br />following written report fram the Traffic Engineer: <br />"The Railroad Committee appointed by the Board of Public Works and <br />Safety on February 9; 1953, met in the Council Chamber of the City Hall on <br />i <br />June 2, 1953 for the primary purpose of discussing the smoke nuisance problem <br />i <br />in the vicinity of Dunham Street. <br />The Committee is composed of Mr. B. F. Seeberger, N.Y.C.R.R. Freight Agent, <br />I <br />Mr. L. L. Thompson, Grand Trunk Western Railroad Freight Agent and Ernest H. <br />Miller, City Traffic Engineer. <br />i <br />In addition to the committee members Mr. C. R. Hoffman, Road Foreman of <br />Engines, N.Y.C. Railroad and Mr. D. F. Beckwith, Smoke Inspector for the <br />N.Y.C. Railroad, were present. <br />Mr. Hoffman explained the reason for the accumulation of soot and water in <br />the engines and excessive smoke and that he had issued specific inssructions <br />to train crews in an effort to eliminate this nuisance to residents in vicinity <br />of Dunham Street as well as elsewhere in the City. <br />I� <br />Mr. Beckwith, Smoke Inspector, explained that he has spent considerable time <br />on this problem during the past month and that at present the situation is <br />much improved. He explained that he would continue to keep a close watch on <br />steam engines operating in South Bend. <br />I have contacted three of the four ladies that appeared before the Common <br />Council on May 14, 1953, and displayed soiled laundry and all have indicated <br />that conditions are much improved." <br />�I <br />Also, read by the Board was a copy of letter directed to the Chicago Express, Inc. <br />1040 W- Sample Street, suggesting their trucks make greater use of Sample Street, and <br />refrain from the use of Indiana Avenue entirely when carrying heavy loads. Letter was <br />then ordered placed on file, and met with the Boardts complete approval.. <br />E i <br />i! The alley vacation petition of Virgil N. Fairchild, bearing the approval of the <br />�of the City Plan Commission, and pertaining to a section of alley between lots Nos. 149 <br />{ and 150 in Ewing Park Addition, was approved by the Board and referred.to the City <br />Engineer for further investigation and report. <br />Also referred to the City Engineer was petition, dated May 26, 1953, for the <br />{ improvement of Leon Court, from Kemble Avenue to Chapin Street. <br />I' <br />A confirmation of the agreement between the -City and the Bendix Aviation Corporatiot,LP <br />under date of May 27th, over the signature of George E. Stoll, Vice -President and <br />general manager, was examined and accepted. <br />
