The Board first considered a letter from Korte Bros., under date of May 25th,
j containing duplicate copies of their invoices pertaining to equipment and equipment
rental in connection with the Niles Avenue sewer job, requesting that the City accept
letter and invoices as a claim against this job in making final settlement with the
contractor. The Board ordered letter and invoices filed accordingly.
Then appeared before the Board three Prairie Avenue home -owners of whom, Joseph
J. Koloszar, 2017 Prairie Avenue, acted as spokesman, complaining of the opening of
the alley in the rear of their property by the Colpaert Realty Corporation for the
benefit of a new home owner across this alley, and for whom, in its present state,
it serves principally as a private driveway. It was evident the alley had been opened .
up at a grade, which was not obtained from, nor would meet, with the proper grade to
be established by the City Engineer.
It was also evident, the alley had been only partially opened up to meet with
the private needs of the new purchaser. Considerable discussion ensued and the Board
informed the complainants the matter would have immediate investigation by the Street
Commissioner with a view to establishing a satisfactory grade and possibly completing
the opening of the alley.
A letter from Drummey Cartage Company, Inc., under date of May 29th, asking
the permission of the Board to construct a sidewalk of bituminous asphalt to replace
damaged sidewalk now existing along the north side of East Tutt Street. In view of
•i the fact this is in a strictly industrial area, and the construction offered will
,'provide a needed improvement and satisfactory sidewalk for this location, the Board
granted its approval.
STREET DEPARTMENT:
Street Commissioner, Harry M. Tomlinson, being present, brought to the attention
of the Board, a serious dust problem, due to heavy traffic, on the one-half block of
Greenlawn Avenue, south from the intersection of Greenlawn and Northside Boulevard.
In view of the fact that property involved is that of the U. S. Government, and the
City of South Bend, under the jurisdiction of the Board of Park Commissioners, the
Board authorized and directed the Street Commissioner to proceed to apply bituminous
• ? oil to eliminate this dust nuisance.
The offer of Mr. Vernon Hastings, made verbally to interested home -owners, to
provide space on property under his control, for the purpose of neighborhood public
,playground, was next considered. The land so offered would require a certain amount
of clearing and leveling before it would be suitable for such use. The Board acknow-
ledged the need and desirability for a playground in the area indicated, but directed
the Street Commissioner to obtain a satisfactory confirmation in writing from Mr.
Hastings, before proceeding with the necessary clearing and leveling operations.
The request for approval of canopy for the new office building of Ketchen
Brothers at 802 S. Michigan Street, was next examined. The blueprint submitted
• i indicated the proposed canopy would meet full with building codes and ordinance
y g
applying to such construction, and the Board, accordingly, granted its approval.
Garden Homes, Inc., having petitioned under date of May 29, 1953, for the
jconstruction of certain improvements, involving curbing, pavement, and sidewalk, and
having furnished waiver of notice and irregularities, together with the School City
of South Bend, the Board examined the petition and waiver, and referred the ratter to
the City Engineer.
The report of the Traffic Engineer, this date, pertaining to truck traffic on
Indiana Avenue, between Prairie Avenue and Olive Street, was next examined and dis-
cussed. Further effort for the reduction of this traffic will continue.by personal
....contact by the Traffic Engineer with the operators of the trucking concerns presently
i makin.g excessive use of Indiana Avenue with the request that their trucks make use
