APPENDIX I <br />SCOPE OF SERVICES / PROJECT DESCRIPTION <br />South Bend Human Rights Commission <br />Affirmative Fair Housing Activities <br />17-JC-89 <br />1/01/2017 -12/31 /2017 <br />PURPOSE AND INTENT <br />The City of South Bend, in creative and affirmative partnership with City residents, private enterprise, <br />neighborhood and community organizations, and the Federal Government, is committed to the national <br />objectives of "creating a suitable living environment, decent housing, and creating economic <br />opportunities" for all persons. hi attempting to achieve this objective, the City of South Bend has <br />identified this project to address "creating a suitable living environment". Additionally, the City has <br />determined that, for this project, there is a need to secure the services of an organization with special <br />expertise. Therefore, program funds will be utilized through the South Bend Human Rights <br />Commission for Affirmative Fair Housing Activities. <br />TARGETED GOALS <br />The South Bend Human Rights Commission will assist the City in the provision and promotion of fair <br />housing, taking the necessary steps in identifying and elimination barriers to equal housing opportunities <br />for all, regardless of race, religion, color, sex, national origin or ancestry, sexual orientation or gender <br />identity, disability or familial status.. The targeted goals for the South Bend Human Rights Commission <br />Affirmative Fair Housing Activities (17-JC-89) are: <br />1) Investigation of housing complaints of discrimination filed with the South Bend Human <br />Rights Commission; and <br />2) Provision of promotional and educational workshops and public service announcements <br />informing citizens of equal opportunity and fair housing law and the complaint / grievance <br />process. <br />If, for any reason, there is difficulty in achieving this goal, the Agency must notify the Department of <br />Community Investment of the problem(s) so the matter(s) can be rectified in a timely manner. <br />INCOME GUIDELINES <br />Households with income in the low or moderate income range (as defied from time to time by HUD) are <br />eligible applicants for assistance under this activity.
