• <br />The following street improvement plans were examined and approved by the Board: <br />Lombardy Drive from Ford Street <br />Huron Street from Lombardy Drive <br />Huron Circle <br />to Huron Street <br />to Alley West of Gladstone Avenue <br />Alley improvement plan for alley between Lombardy Drive and Huron Circle, was also <br />examined and approved by the Board. <br />Next appeared before the Board, Marshall A. Holycross, 519 Hamilton Street, Rosel <br />protesting the Boardts rejection of his application for a taxi license. The Board <br />reviewed the case, heard Mr. Holycross, and maintaining that the City now has adequate <br />taxi ,service, could 'find no satisfactory reason to reverse their decision and accordin <br />refused to issue license. <br />Mr. Bert Liss, being present, the Board informed him of their intention of elimi- <br />nating the two -car taxi stand in front of 102 South Michigan Street and the one -car taxi <br />stand in front of 211 South Michigan Street to further alleviate traffic congestion on <br />Michigan Street. Mr. Liss was advised to inform the Board promptly of agreeable <br />locations in substitution of the stands to be vacated. <br />An application for taxicab license submitted by Joseph J. Binder was next examined <br />and was referred by the Board to the Chief of Police, Richard J. Gillen, for his <br />investigation and report. <br />Petition, under date of March 16, submitted by Indiana Cab Co. urging early approv <br />for ten additional taxicab licenses, was then examined by the Board. This matter was <br />taken under further advisement. <br />Next appeared before the Board Mr. W. H. Tolle, local director of Public Welfare, <br />together with a Welfare Department case worker, and presented an outline of the parking <br />problem, involving the Welfare Department personnel at their new location. The Traffic <br />Engineer being present, advised the use of 3-hour parking zone signs, which, in the <br />event this fails to alleviate the condition, will be changed to restrict parking to <br />two hours only. The Board approved this recommendation and directed that the parking <br />area be so posted. <br />The Board then took up the hazardous condition from the standpoint of entrance into <br />Court Street from Washington Avenue by fire equipment, in the event of a fire at the <br />County Jail. This hazard exists due to the presence day and night of cars parked <br />along the stone retaining wall on the east side of Court Street, south from Washington <br />a distance of approximately five car lengths. It was the consensus of opinion that <br />this hazard should be eliminated without longer delay, and Traffic Engineer, E. H. Mille <br />was directed to proceed accordingly. <br />Considerable discussion was next given the topic of a proposed east and west alley <br />along the north side of the Associates Building,__, ing the removal of the Soldiers <br />and Sailors Memorial Statue, and providing more / 11 r County employees. it was <br />pointed out, this will provide a more suitable location for the First Bank & Trust <br />Crmpanyts driver -depositor service, and the bank will be requested to discontinue use <br />of the Court Street depositorst window. Traffic Engineer, E. H. Miller, being present <br />informed the Board of a thorough study with complete drawings to illustrate alley to <br />be provided, with alternatives, has been prepared and is now in the handsof County <br />Commissioner, Stark 0. Sanders. <br />A letter concerning the new "Yield Right of Way" signs, addressed to the Department <br />of Safety, from Mr. W. G. Fassnacht, was next read and given some discussion. <br />The Traffic Departmentis need for three underground -feed 2-way 3-section signal <br />for 4 inch post mounting, ten 8-foot Traffic Signal Posts, and one Crouse -Hinds G.S-4 <br />Traffic Signal Controller was brought to the attention of the Board and the Clerk <br />was directed to proceed to obtain this equipment. <br />This being the time set for the opening of bids, the chairman of the Board so <br />announced and proceeded, as follows: <br />HEALTH DEPARTMENT BIDS <br />Ben Medow, Inc., <br />222 N.
