Smith appeared. before the Board making inquiry as to the possibility
of renting for commercial purposes vacant property belonging to the City of South Bend, •
at the intersection of Prairie and Ewing Avenues. The Board informed Mrs. Smith that
it is questionable as to whether or not the Board has the authority to rent out City -
owned property for commercial enterprises. Mrs. Smith brought to the attention of the
Board the fact that a billboard is now on the premises.
j The Board expressed the opinion that this billboard was probably on the property
lat the time it was acquired, and investigation will be made in the matter.
j Quotations for the cleaning of walls, ceilings and woodwork in the City Hall were
;again reviewed. The Board decided to hold the matter in further abeyance, asking that
the bidder, Verhostra Painting Co., supply additional figures to cover the small office
s
land rooms attached to the offices of the Controller, City Clerk, City Engineer, and .
;Board of Public Works and Safety, pending their response.
Attorney George N. Beamer then appeared before the Board and presented Mr. Leo
L. Thompson and a Mr. Thurnstrom of the Grand Trunk Western Railroad Company, The
Board gave these gentlemen a resume of the problem, and how it has finally been brought
forcefully to the forefront by action of the Common Council, through Councilmen. Korpal
and Muszynski. Railroad officials, Messrs. Thurnstrom and Thompson, then brought to
the attention of the Board the effort made on their part, and operation improvements
recently put into effect, which should tend to greatly reduce complaints on the tying
up of traffic at the Olive -Sample Street crossing. It was pointed out that the complaints
are in many instances those of employees of the industries, whose urgent need of special
switching services has caused much of the switching operations which have occurred during •
periods of heavy highway traffic. Mr. Thompson stated, it is most important that com-
plaints be specific in stating time of the "tie-up" or blocking of the crossing, the
street crossing involved, and if possible the engine number. Attorney Beamer mentioned
