551 <br />j1the organization with written letter of permit. <br />The Board next examined a letter from the Bond Department of The Fidelity and <br />Casualty Company of New York, Indianapolis office, in regard to release of bond for the <br />Barney Massa Construction Company and directed the Clerk to inform this bonding company <br />status of Barney Massa Contract 3-B, showing amount earned to date of $155,355.14 and <br />advising that payment of balance due is being authorized this date. <br />S TREE T DEPARTMENT <br />Harry M. Tomlinson, Street Commissioner, being present, reported on present status <br />of the two storage tanks purchased from the Northern Indiana Public Service Company <br />at price of salvage. <br />Mr. Tomlinson also brought to the Board's attention the need for an additional <br />iman, as an Assistant Poundmaster, for the Dog Pound. Some discussion took place con- <br />Icerning the needed qualifications for this work, and the difficulty in obtaining the <br />fight type of man for the job. <br />The Board next took up the matter of the bids taken under advisement at the <br />meeting of January 6th and approved the purchase of one Model 10EFA Marchant calculator <br />at the price of $774.25, the bid of Marchant Calculators, Inc, having been the only <br />bid received to supply this equipment. <br />Further consideration of the bids on street sweepers, including a study of the <br />cost of operation, indicated great savings in manpower will be accomplished by the <br />purchase of the Elgin sweepers. The Board accordingly awarded the contract to the <br />Elgin Sweeper Co., Elgin, Illinois, for two (2) Elgin 61-D Street Sweepers with <br />detachable 3-cubic yard hopper and standard accessories at the total cost of $22,310.00. <br />Street Commissioner, Harry i-i. Tomlinson then brought to the Board's attention <br />�i his need for an additional four hoppers for the handling of street sweepings, and a <br />truck, cab and chassis of 20,000 lbs. to 21,000 lbs. G. V. W., with wheel baseof <br />i 110 inches from back of cab to immediately back of rear spring hanger bracket, as <br />minimum length. The Board approved and directed the Clerk to proceed with the <br />necessary legal advertising. <br />Next appeared before the Board, Per. Philip D. Dilley, representing the Indiana <br />& Michigan Electric Co., and informed the Board that installation of lighting on the <br />I north side of Western Avenue from the New Jersey Railroad to Olive Street, has been <br />brought to a halt by the State Highway Commission. The Commission is insisting upon <br />the poles being placed beyond the walk, which will require the use of a 12-foot arm <br />and make this north side lighting non -matching with the poles and arms on the opposite <br />side of the street. After some discussion of the problem, it was decided that City <br />Engineer Andrysiak will contact Mr. Wilson of the Highway Commission with. a view to <br />reaching an agreement in this matter at an early date. <br />The application of Carl Clifton, 604 S. iriain' Street, for a taxicab driver's <br />license was reviewed by the Board and based upon investigative information, the Board <br />denied the issuance of a license to this applicant, and directed the Clerk to advise <br />the applicant accordingly. <br />This being the time set for the opening of bids for the Street Department <br />materials for 1953, the Board chairman so announced and proceeded with opening of bids <br />as follows: <br />REED CONSTRUCTION CO., A Non -Collusion Affidavit <br />MISHAWAKA, INDIANA and Bid Bond accompanied <br />the bid. <br />500 Tons Bitumen coated aggregate plant -nixed for <br />(more or less)patching purposes, Ind. State Highway <br />Specifications. <br />Type A - 5 49 crushed lime stone, 45 <br />asphalt, or R.C. or Y.0 .
