<br />Mr. George Carr, 1412 Sunnymede Avenue, Vice -President, Commanders Council of Veter-
<br />ans of St. Joseph County, first appeared before the Board asking permission to stage a
<br />torch -light parade on Monday evening, between 7 and 7:30 otclock, on the downtown i
<br />street of South Bend to create enthusiasm over the Election of November 4th, and
<br />"get out the vote's. All interested organizations will be asked to participate in the
<br />non -partisan parade, which will consist of car, veteran marching groups and music. The +
<br />j Board approved the parade with the stipulation that the Veterans Council post a
<br />I $20,000.00 Liability Bond, which Mr. Carr agreed to furnish the City.
<br />Mr. C. L. Richards of the Physically Handicapped Organization, together with
<br />• Attorney Meredith, next appeared before the Board requesting permission for Place & Co.
<br />to build three new news-stand buildings on downtown streets, to be operated by handi-
<br />capped people. There being no need for additional news-stands, the Board asked that
<br />Mr. Richards to investigate the privately owned stands now in operation so as to
<br />determine the advisability of eliminating the old ones and replacing with new ones for {
<br />. the physically handicapped, and report his findings to the Board at which time they
<br />will act accordingly.
<br />Two residents of the Orange Street area appeared before the Board requesting that
<br />action be taken immediately to alleviate the "dust concition" on Orange Street caused I
<br />by the South Shore Railroad. Street Commissioner, Harry Tomlinson, being present
<br />explained to them that the South Shore was willing to cooperate with them on anything
<br />• they proposed to do to eliminate this dust condition. They contend that if the South
<br />Shore will oil two -feet of their right-of-way on each side of the tracks at least
<br />once a month, and cut the speed of their trains from forty to fifty miles an hour
<br />down to a reasonable speed thru this area, the dust will be eliminated.
