Bonfiglio appeared before the Board in the matter of the adopting <br />final assessment roll for the improvement of BULLA STREET, and informed the Board of <br />her satisfaction with the pavement, offering no objection to the adoption of assessment <br />roll <br />i RESOLUTION ADOPTING FINAL ASSESSMENT ROLLS <br />NOS. 2677-'1951, 2716 & 2717 - 1952 <br />After hearing all persons interested who appeared and the clerk of -the Board of <br />Public Works and Safety having proofs of publication ,of the notices to property owners <br />i and the same having been found sufficient, therefore <br />i <br />:i BE IT RESOLVED, By the Board of Public Works and Safety of the City of South Bend, <br />Indiana, that the Preimary of Preliminary Assessment Roll adopted bythe Board on the <br />8th day of September, 1952, for the improvement of VASSAR AVENUE from the east line of <br />Olive Street to the west line of Elmer Street by construction of a Class ttCti Type t}A <br />Pavement AND <br />For the improvement of BULLA STREET from the west line of Portage Avenue to the <br />west line of Medora Street ( South ) by constructing a Class"C" Type LEA Pavement AND <br />For the improvement of FELLOWS STREET from the south line of Ewing Avenue to the <br />north line of Altgeld Street by constructing a Class "C" Type 4A Pavement be and the <br />same are in all things confirmed. <br />R. Crothers, Clerk <br />The Board next took up the matter of the resurfacing of Hydraulic Avenue and were <br />in agreement to call for bids for the performance of this improvement in accordance <br />with specifications under consideration by the Board. The Clerk was directed to <br />proceed with the required legal advertising. <br />Copy of a letter sent Haines & Haines contractors for the Gertrude Street local <br />sewer, notifying this firm, under date of September 26, 1952 that penalty will be <br />invoked if construction is delayed any longer, was read by the Board and placed on file. <br />A letter, under date of September 22, 1952, from Consoer-Townsend & Associates <br />RE: Contract 2-B, Thos. D. Nolan, Contractor, requesting a change in alignment for a <br />portion of the remaining 670 feet (approximately) of 48" sewer on Niles Avenue to be <br />completed, was read and considered by the Board. The Board approved this re -location, <br />which will effect a definite saving thru the elimination of two manholes, and directed <br />the Clerk to so notify Consoer-Townsend & Associates. <br />STREET DEPARTMENT: <br />H. M. Tomlinson, Street Commissioner, being present, reported that diligent search <br />involving considerable digging by the Sewer Department at the location in the 1900 <br />block South Chapin Street failed to discover the house tap indicated on Engineering <br />Departmentts map of this area. Report was accepted by the Board for deferred consider <br />ation. <br />The Street Departmentts need for a self -feeding material spreader was brought to <br />the Boards attention. The Board directed the Clerk to proceed to obtain quotations <br />on this piece of equipment from three manufacturers of this type of machinery. <br />Specifications for the material and installation required for the extension of the <br />Street Department Office heating system to supply heat to the old office building now <br />used by Thos. D. Nolan, Contractor, were examined and the Clerk was directed to adverti <br />for bids in accordance with these specifications. <br />Mr. Tomlinson also mentioned Street Departmentts need for processed gravel and <br />asked that the Board advertise for bids in the quantity of 5,000 cu. yards, and/or <br />5,000 tons. The Board approved and directed the Clerk to proceed to advertise acco <br />Representatives of the Studebaker Corporation next appeared before the Board in the <br />matter of complaint made in the regular meeting of September 8, 1952 by Mr. John Zrinyi; <br />and stated that the equipment used by them, namely, the Schneible Wet Dust Collector, <br />is the best of its type and is the same equipment used for this purpose at the Buick, <br />Chevrolet and Pontiac plants in Michigan. They further pointed out that the remounting <br />of these collectors on concrete foundations at ground level has practically eliminated <br />any noise of operation, and since repeated efficiency tests show these four dust <br />collectors as being 99.8% efficient, the possibility of offensive dust from this source <br />is practically nil. It was also pointed out that this is a heavy industrial section <br />involving coal yards, railroad switching activities and heavy truck traffic, which <br />could be the source of the excessive dust condition complaint.
