<br />Dr. Lorenzo A. Rausch, 2111 Miami Street, appeared before the Board and protested
<br />• against the preliminary assessment roll adopted by the Board September 8, 1952 for
<br />the improvement of the alleys between Donald Street, Fox Street, Dale Avenue and Miami
<br />Street, claiming water stands in the alley following a rain, and in his opinion "the
<br />alley is worse than before it was paved", and "it wasnft laid properly." The City
<br />Engineer replied that in his opinion, "it was laid properly" and proceeded to explain
<br />the engineering problem which was involved. Dr. Rausch then made complaint concerning
<br />the bank building and banking business presenting considerable inconvenience to
<br />neighboring residents. The City Engineer explained this was due to a mistake in city
<br />planning occurring many years past. Mrs. R. F. Rausch, 1030 E. Donald Street, com-
<br />plained of broken sidewalk, caused by the paving contractorts operations, and that
<br />entrance to the alley is "unfinished". Mrs. James W. Batig, 1021 Fox'Street, offered
<br />• similar complaint. ivirs. Sylvia Weber, 1018 E. Donald Street, complained that a
<br />depression in the alley back of her garage causes water to stand there for a long perio
<br />after every rain. Mrs. Maude Worley, 1024 E. Donald Street, offered the complaint that
<br />the pavement of the alley at the Donald Street entry "is lower than the approach", and
<br />is, accordingly, unsatisfactory. John & Blanche Janowiak, 1001 Fox Street, asked that
<br />the City Engineering Department "see what they can do to correct the unsatisfactory
<br />features of this paving job."

<br />The Board thanked the group for having offered their comments. Wilbur H. Gartner,
<br />of Wilbur H. Gartner & Associates, Civil Engineer, being present, assume the Board
<br />that the alleys in question represented a first class paving improvement and the best
<br />engineering possible in view of the topography of the location.

<br />RESOLUTION NO. 2703 - 1952
<br />After hearing all persons interested who appeared and the clerk of the Board of
<br />Public Works and Safety having proofs of publication of the notices to property owners
<br />and the same having been found sufficient, therefore
<br />BE IT RESOLVED, By the Board of Public Works and Safety of the City of South Bend,
<br />Indiana, that the Primary of Preliminary Assessment Roll adopted by the Board on the
<br />8th day of September, 1952, for the improvement of ALLEYS BETWEEN DONALD STREET, FOX
<br />STREET, DALE AVENUE AND MIAMI STREET be and the same is in all things confirmed.
