Allen, attorney for the Studebaker Corporation, appeared before the Board, <br />jpresenting the requested typewritten petition to cover the construction of the required 1: <br />!overhead passageway. The petition was examined and approved by the Board. <br />PLANS REPORTED <br />Wilbur H. Gartner and Associates, Civil Engineers, reported to the Board, Profiles, <br />;!Drawing, Plans, General Details, Specifications, Estimates and Preliminary Improvement <br />Resolution for the improvement of SWYGART STREET from the north„line of Donald Street <br />Ito the south line of Prairie Avenue by constructing a Class C Pavement AND <br />,L <br />FELLOWS STREET from the center line of Donmoyer Avenue to a point 1060 feet south <br />1by constructing a local sewer AND <br />CHALPANT STREET from the east line of Arthur Street to the east line of Walsh Street <br />,by constructing a Class G Pavement AND <br />ALLEY BETWEEN IRONWOOD DRIVE AND TWENTY-THIRD STREET from the north line of Misha- <br />Iwaka Avenue to the south line of Wall Street by constructing a Glass C Pavement. <br />The Board approved the reports and passed Improvement Resolutions, authorizing <br />11these public improvements, and the loth day of September, 1952 at the hour of 6:30 P.M. <br />XST is hereby fixed as the time, and the office of the Board in said City as the place, <br />(when and where all persons whose property may be affected by such proposed improvements, <br />; may be heard as to the necessity for the same, and all petitions and remonstrances <br />received, and the Board will on said day, decide whether the benefits accruing to <br />abutting and adjacent property, and to the City of South Bend, Indiana, will be equal <br />!Ito or exceed the estimated cost of said improvements. The Clerk of the Board is hereby <br />!ordered to give notice by two weekly publications, of the time and place of hearing of <br />1these resolutions, Nos. 2732, 2733P 2734, and 2735, adopted August 25, 1952, and to be <br />!published on August 29th and September 5th, 1952* <br />f i STREET DEPARTMENT: <br />H. M. Tomlinson, Street Commissioner, was present and delivered to the Board, the <br />written consent of the owners of Lots 20, 21 and 22 in the 100 block of South 34th <br />Street, for the filling and grading required to build up a base for the eventual paving <br />of this street. <br />Mr. Tomlinson reported on the progress of his street sealing program, and mentioned <br />',meeting with opposition to the resealing of Angella Boulevard. <br />The Commissioner stated that a petition is being circulated requesting the Board to <br />efrain from sealing this street. <br />Mr. Tomlinson next mentioned oblong catch -basins, stating that with this type catch - <br />basin it is impossible to "get the lid off" and an excessive and costly amount of damage <br />results in every instance where it is necessary to remove the lid to clean out one of <br />this type. <br />The Board's attention was also called by Commissioner Tomlinson to the water shut-off <br />in Miami Hills area, which are found to be tinder the pavement, with the letter "W" marked <br />on the curb to indicate the general location. <br />ENGINEERING DEPARTMENT: <br />This being the time set for the opening of bids for parking.meters, the Board <br />!proceeded to open the following bids: <br />MARTIN RED BALL PARKING METERS <br />BENTON, ILLINOIS <br />A Non -Collusion Affidavit and <br />Bid Bond for $500.00 accompanied <br />the bid. <br />100 More or Less Martin Red Ball Parking meters, enny-nickel <br />combination, Head, Complete ------------- @ 362,00 ------ $6200.00 <br />M.
