The Estimate of Cost for the con- <br />struction of a Class C - Type 1 cement concrete pavement was presented at this time, <br />• and the Board ordered the invitation of sealed bids for this construction to be received <br />until 10:00 o'clock A.M., C.S.T „ on the 8th day of September, 1952. <br />Edwin C. Hans appeared before the Board in the matter of a license for a parking <br />lot at the northeast corner of the intersection of Main and Madison Streets. After <br />careful consideration, the application of Mrs. J. S. 14icCowan and Edwin C. Hans, for <br />the operating of a parking lot at this location, was granted by the Board, -subject to <br />the provisions of the ordinance governing parking lots. <br />i Next appeared before the Board, Attorney Vim. A. Hahn, representing the Northern <br />j Indiana Transit Company, with a request for permission to erect two bus supervisors' <br />Information Booths, of aluminum construction, one at the northeast corner of Michigan <br />and Washington Streets, and one at the southeast corner of Michigan Street and Jeffer- <br />son Boulevard. Mr. Hahn presented photographs of similar booths now in use in Fort <br />Wayne. The Board took the matter under advisement. <br />Next appeared before the Board, Attorney Ralph E. Allen, representing the Stude- <br />baker Corporation, together with a civil engineer of said corporation, with a request <br />for permit to construct an overhead passageway across Sample Street, to be a minimum <br />1 of 36 feet above the street, and to be approximately 86 feet in length and 20 feet <br />' over-all width. It was pointed out by the Board that the construction would require <br />the approval of the Building Commissioner, and the Board asked that a written petition <br />be submitted, referring to the 1923 agreement between the City and the Studebaker Corp., <br />and setting forth in detail their intentions in the matter of this bridge construction. <br />Some further discussion took place in which it was pointed out that a major part of <br />the shunting of automobile bodies across Sample Street will be eliminated by this <br />proposed overhead passageway, affording a definite benefit to the Cites in reducing <br />it traffic congestion at this point. The Board then took the matter under advisement <br />pending receipt of the petition requested. <br />James Marvel, 123 N. 34th Street, next appeared before the Board, reporting the <br />washing away of the street surfacing in this section of North 34th street, and stating <br />I that neighbors on this street now have access to their property only from 33rd Street. <br />It was also stated there are now 18 houses in the three blocks of North 34th Street. <br />I. It was pointed out to Mr. Marvel, by the Board, that this street was never properly <br />surfaced with gravel, nor dedicated. H. M. Tomlinson, Street Commissioner, being <br />present, also brought to the Board's attention, the one fire hydrant in this locality <br />is located at a point where it would be practically inaccessible in the event of a fire. <br />City Engineer, Ray S. Andrysiak, then called attention to the lack of sewer facilities <br />�Ifor this area and to the general topography, which requires a vast amount of fill <br />before street improvement of any consequence can be undertaken. It was.also pointed <br />out that until such time as a street line has been established, there can be no side- <br />walks constructed. After considerable further discussion of the situation, which the <br />j residents of this area have brought upon themselves by building in a location having <br />less than minimum improvements for habitation, the Board directed the Street Commissionez <br />to dump any broken concrete and similar rubble available, in this gully, to provide <br />foundation for street improvement, and to inform private contraetors to use this fill <br />for the dumping of this type of rubble, which, in Engineer Andrysiakts opinion, will <br />require a period of some years to complete. The Board stressed, however, that before <br />proceeding with such dumping operations, the Street Commissioner first obtain permission, <br />
