434 <br />Mr. Hurwich then called upon members of the trucking firms present for their views <br />in the matter. Mr. Forrest -Crowell, President of the Northern Indiana Chapter, Indiana <br />Motor Truck Association, stated that the trucking management represented by the <br />Association would comply and cooperate with the Board of Public Works in every way. <br />The question was raised by the delegation as to when: this area had: been rezoned <br />as industrial, and being informed by the Board that the rezoning had taken place in <br />1932 expressed considerable surprise. <br />The Board also explained the authorized routing of inter -city trucks and that the <br />requirement of these trucks are to use only those streets providing the most direct <br />access to -the designated truck routes. <br />iA member of the delegation brought up an irrelevant matter of smoke -and explosions <br />from the Walnut Street junk yard, claiming the dense and acrid smoke from the burning <br />of automobile tires presents a health hazard. 1v1r. Hurwich suggested their recourse in <br />this matter would be to petition the Board of Health. <br />Mr. Hurwich next called for the Traffic Committee of Bendix Local No. 9 to <br />present the problem on which they had asked a hearing at this meeting of the Board. <br />Mr. Arthur E. Bouchard and Mr. Charles A. VanDeViere appeared before the Board and <br />called attention to the needed improvement of a section of unpaved street on Bendix <br />Drive adjacent to the property of the South Bend Sand and Gravel Company, and the <br />heavy traffic over this road by Bendix employees going and coming from the Bendix <br />Plant daily. It was pointed out -that this cut-off relieves the city streets of a <br />considerable amount of traffic and congestion at certain periods of the day. Mr. <br />Hurwich, speaking for the Board, conceded the need for the improvement and stated that <br />the improvement had been under consideration. Mr. Andrysiak estimated the probable <br />,) cost at 65,000.00. H. M. Tomlinson, Street Commissioner, being present, some further <br />j discussion and consultation took place and the Board announced their approval of the <br />proposed improvement and stated that an effort would be made to include it in the <br />current street improvement program and the construction of this particular improvement <br />will be expedited. <br />The matter of a petition for the temporary closing of alley south of Western <br />Avenue, between Pulaski and Koscuiszko,Streets was next taken up and on the basis of <br />the written report of•the Traffic Engineer, under date of April 22nd, the Board denied <br />this petition. <br />Change Order No.2 for Contract N6.8, South Bend Sewers, from Consoer,Townsend & <br />Associates, -.under date of May 8, 1952, was examined by the Board and approved. <br />The deleting of Item No. 11 in regard to the re -paving on Hydraulic Avenue under <br />Contract No. 8 South Bend Sewers, as recommended by Consoer, Townsend & Associates, <br />in their letter of May 8, 1952, was next considered and approved. <br />Final inspection having been made and no deficiencies found, the recommendation <br />of Consoer, Townsend & Associates for the acceptance of work performed by Mancini & <br />Ventrella, Contract No.8, South Bend Sewers, was approved and accepted. - <br />STREET DEPARTMENT: <br />This being the time set for the opening of bids, Ray S. Andrysiak, Chairman of <br />the Board, proceeded to open the two bids received for the supplying of the Street <br />Department with a chips and fine aggregate spreader, as follows: <br />Indiana Equipment Co., Inc. <br />P. 0.
