The Engineering <br />Department is directed to prepare an assessment roll covering the assessment of bene- ,.. <br />fits and the award of damages to the surrounding properties. <br />i <br />STREET DEPARTMENT: <br />Harry M. Tomlinson, Street Commissioner, was present and brought to the attention I; <br />of the Board the impassable condition in the alley at the rear of premises at 318 South ' <br />Illinois Street. The City Engineer, being present, informed Mr. Tomlinson that <br />Paul L. Roelke, Engineer for the Colpaert Realty Corporation, has been notified of <br />this condition and will report within a short time whether or not the Colpaert Realty <br />Corporation is.assu_ming further responsibility in the maintaining of the alley at j <br />this location. <br />13 Mr. Tomlinson next mentioned inquiries he is receiving from bidders concerning i <br />quantities of certain materials to be covered by bid and required in determinin <br />the amount of the bid deposit. The Commissioner stressed the importance of avoi pd- <br />ing the obligating of an excessive quantity of any material. , <br />The Board directed the Clerk to show on the specifications available for bidders, <br />the amount of 10,000 yards of less to apply to the three different types of gravel. l <br />Mr. Tomlinson brought to the attention of the Board two pieces of Street Depart- <br />ment equipment, namely, the trailer for hauling the bull -dozer and the power roller. <br />He called attention to the trailer as being unsatisfactory from a safety standpoint <br />and mentioned his preference for an underslung type. The power roller is found to <br />be in bad mechanical condition. The pull -roller was also mentioned and Mr. <br />Tomlinson <br />made inquiry as to the Department's probable need for this piece of equipment. <br />i <br />The City Engineer recommended this pull -roller be retained as it will be found <br />highly useful, convenient and necessary for certain seasonal work. i <br />Mr. Tomlinson also brought to the Board's attention the hazardous dondi .i_on of the <br />railroad tracks at the point where the New -York Central (01d Michigan Central) <br />• crosses East Colfax Avenue. The Board directed the -Clerk to write to the New York <br />Central yardmaster, Harold G. Wheeler, with copy of same to John Kelly, Indiana <br />State Highway District Engineer, LaPorte, bringing the situation -to their attention. <br />i <br />City Engineer, Ray S. Andrysiak brought to the attention of the Board, the need I <br />for better quarters for the office files and records of the Interc°eptor Sewer Resident Enl i <br />neer's Office <br />now in an unsuitable and fire -hazardous stucco building at 714 Niles <br />Avenue. The Engineer recommends use of effice space available at the North Pumping <br />Station adjoining office assigned to the City Electrical Ins ector Herb <br />Harrison. P s Herbert E. jl <br />Virginia, Guthrie, Executive Secretary for South Bend Civic Planning Association, �I <br />• I was present and suggested that a map of the city, similar in size to that provided i <br />for the Ialayor's office, be purchased and installed in the Council Chambers for the ;? <br />convenience of the Common Council. The Board: approved Miss Guthriets suggestion + <br />and directed the Clerk to proceed with the purchase and installation of the map. I <br />I, <br />The following Excavation Bonds were examined and approved by the Board <br />E. A. Strohm D/B/ as Strohm Construction Company, Mishawaka, Indiana <br />Edmund L. Zimmerman , <br />A Resolution referred by the Common Council, as adopted by the St. Joseph County <br />Industrial Union Council, in a meeting held January 16, 1952 was read by the Board <br />and ordered placed on file for further study. <br />Ii Pair. Milo D. Dugdale appeared before the Board and presented his views concerning <br />lithe Tuxedo Park subdivision, pointing out his reasons for opposition to the layout <br />of this new residential district. <br />There being no further business to come before the Board the meeting adjourned <br />at 12:10 M. <br />ATTEST: <br />Clerk. <br />
