<br />The Board of Public Works and Safety of the City of South Bend, Indiana, hereby cer
<br />tifies as follows:
<br />That there is a contract, dated July 9, 1951, by and between the City of South Bend,
<br />Indiana, and the Heed Construction Company, Mishawaka, Indiana, for the construction by
<br />said Reed Construction Company of a Class "C" - Cerro nt Concrete Pavement on KENMORE STREE
<br />from the north line of Western Avenue to the south line of Linden Avenue and that the
<br />final amount of the contract is $27,146.00.
<br />That said Reed Construction Company has completed the construction of said improve-
<br />ment according to the terms of said contract and that eighty-five (85) per cent of the
<br />final amount of said contract is $23,244.10. That said contractors will be entitled to
<br />receive the said eighty-five (85) per cent or 023,244,10, either in cash or street impro
<br />ment bonds to be hereinafter collected or issued by the City of South Bend, Indiana, in
