<br />The City, with its own forces, shall perform all work of insta.11ation,and the mater-

<br />paid for by the State Highway Commission of Indiana. The signal devices, so installed,
<br />shall be the property of, and subject to the control of the State, and the electric energy
<br />irequired to operate the signals shall be furnished by the City.
<br />An Agreement was entered into between the State Highway Commission of Indiana by and
<br />through its Chairman, Samuel C. Ha.dden and the City of South Bend by the Boar. of Public
<br />U'iorks and Safety, wherein traffic signals are to be installed at the intersections of U.S.'
<br />• 20 (Lincolnway West) and Johnson Street, U. S. 31 (Michigan Avenue) and Madison Street,
<br />S. R. 23 (South Bend .Avenue) with Corby Boulevard and Eddy Street, U.S. 33 (Lincolnway
<br />East) and Bronson Street, U.S. 33 (Lincolnway East) and Monroe Street, all within City

<br />. ! Referring to your letter of April 17, 1950 regarding the failure of our crews to pro-
<br />perly handle the flashing light signals at Indiana Avenue, South Bend, Indiana.
<br />We wish to advise that this matter has been handled with the crew involved to prevent
<br />a recurrence. Our representative, Mr. Ray Smith, called on Mr. Frederick K. Baer, a mem-
<br />ber of the Department of Public Works and Safety, and explained to him in person how this
<br />dereliction on the part of our crew was the result of several new men working on the job,
<br />and that these men have been handled so there will not be a recurrence.
<br />We appreciate your cooperation in calling this incident to our attention.

<br />TAXI C.ABS:. The Board, having on April 3, 1950, rejected the application of Joseph Binder
<br />jfor a Taxi Cab License, notice was sent to said Joseph Binddr advising him tha.t,a further
<br />hearing would be had, should he so desire, before the Board on April 10, 1950. On April
<br />10, 1950 said hearing was continued at the request of the applicant to May 22, 1950.
<br />On said date applicant appeared in person and was represented by an Attorney, Orie
<br />• Parker of South Bend, Indiana. Richard J. Gillen, -Assistant Chief of Police was present
<br />Ias were all members of the Board of Public Works and Safety. Hearing was had on the ap-
<br />placation of Joseph Binder, and evidence was heard therein, and his application for a taxi
<br />icab license (driver's) was rejected on the grounds that applicant has failed to meet the
<br />requirements of Chapter 26, Section 41 of the Municipal Code of the City of South Bend,
<br />i India.na.
