<br /> Mr. Blake responded, Yeah, I've been there. I've probably been in that location about twenty-
<br /> five (25) years, and I did have a detail shop, but then I opened up a place out by Notre Dame, for
<br /> after I retire, and then I just left that vacant for a while, basically, for just storage and stuff. I
<br /> decided I didn't want to do that barbeque place out by Notre Dame, so I decided to come back
<br /> and work on cars and do that. So, when I went to apply for a license they had said that they
<br /> rezoned the property because I wasn't using it, so I had to go through the process of getting
<br /> rezoned back so I can use it for that purpose. Basically,that's what it was before, years ago.
<br /> Councilmember Tim Scott asked, On the fencing: the barbed wire fence will come down, the
<br /> chain-link fence will come down? Or is that going to get changed?
<br /> Mr. Blake responded, Well,there's an eight(8) foot fence and they said that we could bring it
<br /> down to six (6) feet, because there's two (2) feet of barbed wire on there to take down off the
<br /> top. And then he said no more than five (5) cars parked at night, and there was a couple of other
<br /> things that had to be done. But, I don't have a problem with doing what has to be done, as long
<br /> as I get sufficient time to do it.
<br /> This being the time heretofore set for the Public Hearing on the above bill,proponents and
<br /> opponents were given an opportunity to be heard.
<br /> Those from the public wishing to speak in favor of this bill:
<br /> Samuel Brown, 222 East Navarre Street, South Bend, IN, stated that he has known Mr. Blake
<br /> and his family and stated that he hoped the Council would vote in favor of Mr. Blake. Mr. Brown
<br /> stated, His family is nothing but an asset to this community.
<br /> There were none from the public wishing to speak in opposition to this bill.
<br /> Councilmember Scott stated, I'm in support of this and I wish you the best of luck on your
<br /> endeavor, there. I sat on the committee—as well as Ms. White—on the Lincoln Way Corridor
<br /> Committee to look at improvements. We did the streets, but we really haven't gone beyond the
<br /> streets, and I had posed a question in committee—and I want it for the record, tonight: where
<br /> does this truly fit the plan? I believe in the market enterprise working for itself, and that means
<br /> that there's demand for your shop. So, looking at this, I think the other was an existing business,
<br /> but I don't see how Regis Custom and Repair Shop down the road has eighteen million
<br /> (18,000,000) cars parked in front of that, and how that is consistent with the plan, as well. I only
<br /> bring this up because it was, I think, lessons learned by DCI. I don't think the plan is quite
<br /> working for the businesses along Lincoln Way, or that anybody is really,truly invested in selling
<br /> Lincoln Way for whatever developments is with it. I am in support of the local business there,
<br /> but I do have many concerns with DCI.
<br /> Councilmember Regina Williams-Preston stated, I'm just glad to see this coming along and I
<br /> look forward to supporting you, being that it's in my district, and we are happy to see more black
<br /> businesses coming up around our corridors. Thank you for your investment.
<br /> Councilmember Davis stated, I'm glad to see you stayed within it—coming back so you could do
<br /> something in your retirement. Enjoy yourself.
<br /> Councilmember Karen White made a motion to send Bill No. 33-17 to the full Council with a
<br /> favorable recommendation. Councilmember John Voorde seconded the motion which carried by
<br /> a voice vote of eight (8) ayes.

<br /> THE CITY OF SOUTH BEND, INDIANA
<br /> Councilmember Oliver Davis, Chair of the Zoning and Annexation Committee, reported that
<br /> they met this afternoon and send this bill forward with a favorable recommendation.
