Nelson, <br />Clerk of the Common Counc! <br />May 24, 1943 <br />I believe that the Council should put into effect a motion instructing the Board of <br />Public Works to make a complete survey of the critical rubbish disposal situation which <br />the residents of South :Bend are now facing. <br />The situation should be investigated from these angles: <br />1. The possibility of an ordinance setting up a rubbish disposal system'controlle <br />by the City of South Bend - <br />2. The possibility of employing a contractor to dispose of the rubbish along -the <br />same plan as the garbage disposal is now taken care of, with anominal fee to be assessec <br />each home owner, or - <br />3. Having a disposal arrangement with those who are now in the business, giving <br />them concession to certain neighborhoods so that the entire city could be served. <br />Very truly yours, <br />J.
