AGENDA REVIEW SESSION SEPTEMBER 7, 2017 275 <br />The Agenda Review Session of the Board of Public Works was convened at 10:33 a.m. on <br />September 7, 2017, by Board President Gary A. Gilot, with Board Members Elizabeth Maradik, <br />Therese Dorau, and James Mueller present. Board Member Suzanna Fritzberg was absent. Also <br />present was Attorney Michael Schmidt. The meeting was held in the 13th Floor Boardroom, <br />County -City Building, 227 W. Jefferson Blvd., South Bend, Indiana. Board of Public Works Clerk, <br />Linda Martin, presented the Board with a proposed agenda of items presented by the public and <br />by City Staff. <br />OPENING OF PROPOSALS — SOUTH BEND POLICE DEPARTMENT BODY AND IN -CAR <br />VIDEO CAMERAS <br />Mr. Gilot advised that this was the date set for the receiving and opening of sealed proposals for <br />the above referenced project. Attorney Schmidt stated the review committee will score the <br />proposals and a recommendation for award will come back to the Board based on the highest <br />scoring vendor. He stated at that point the Board will authorize the review team to negotiate the <br />contract and bring it to the Board for approval. Ponce de Leon Avenue <br />Decatur, GA 30030 <br />MOTOROLA SOLUTIONS, INC. <br />500 West Monroe <br />Chicago, IL 60604 <br />VISUAL LABS, INC. <br />607 Menlo Avenue <br />Menlo Park, CA 94025 <br />INSIGHT PUBLIC SECTOR, INC. <br />2 Easton Oval <br />Suite 350 <br />Columbus, OH 43219 <br />DIGITAL ALLY, INC. <br />9705 Loiret Blvd. <br />Lenexa, KS 66219 <br />PRO -VISION, INC. <br />8625-B Byron Commerce Dr. SW <br />Byron Center, MI 49315 <br />PANNIN TECHNOLOGIES, LLC. <br />2188 Spicer Cv. <br />Memphis, TN 38134 <br />AXON ENTERPRISES, INC. <br />17800 North 851h Street <br />Scottsdale, AZ 85255 <br />Upon a motion made by Ms. Maradik, seconded by Ms. Dorau and carried, the above proposals <br />were referred to the Review Committee for review, tabulation, and award recommendation. <br />APPROVAL OF REVOCABLE PERMIT FOR ENCROACHMENT — FINNIES NEXT DOOR <br />Mr. Gilot stated an application for a Revocable Permit has been received for the purpose of <br />allowing the installation of an awning over the entrance at Finnies Next Door, 233 South Main <br />Street, South Bend, IN to be installed in the right-of-way. The encroachment shall remain in the <br />right of way until such time as the Board of Public Works of the City of South Bend shall determine <br />that such encroachment is in any way impairing or interfering with the highway or with the free <br />and same flow of traffic. Ms. Martin, Clerk of the Board, noted the encroachment needs to go to <br />the Zoning Board for approval, due to the size of the encroachment. She informed the Board it was <br />supposed to be on their agenda yesterday but the Notice of Public Hearing was not published so it <br />was taken off. Therefore, upon a motion made by Ms. Maradik, seconded by Ms. Dorau and <br />carried, the Revocable Permit for the encroachment was approved subject to Zoning Board <br />approval. <br />Board members discussed the following item(s) from the agenda. <br />- Opening of Quotations — Potawatomi Welcome Tree Installation <br />Mr. Patrick Sherman, VPA, stated this is to install a tree trunk that from a tree that had to be <br />removed from the grounds, onto the ground to be carved by an artist, yet to be determined. <br />- Award Proposal — Morris Performing Arts Center Marquee Upgrade <br />Mr. Sherman noted only one proposal was received for this upgrade. <br />- Professional Services Agreements for Howard Park Lodge Electric, Plumbing, and <br />ADA Accessibility <br />Mr. Sherman stated these agreements are for gaining approval and permits for occupancy of the <br />Howard Park Lodge. He noted the electrical and plumbing are inspections of work already done <br />and for the permits. He added the ADA work in the basement will work with the future plans for <br />Howard Park Renovations and to gain occupancy. <br />1 <br />rl <br />1 <br />
