This is EXHIBIT A, consisting of 10 pages, referred to in
and part of the Agreement between. Owner and Engineer
for Professional Services dated July 25, 2017,
Engineer's Services
Article 1 of the Agreement is supplemented to include the following agreement of the parties.
Engineer shall provide Basic and Additional Services as set forth below.
PART 1— BASIC SERVICES
A 1.0 i Project Scope
The proposed project consists of streetscape and intersection improvements of the Charles Martin Sr. Drive
node at Lincoln Way West. The goal of this project is to enhance the existing property uses in the area
through upgrades to the adjacent public space/rights-of-way. This will be accomplished through upgrades
to the transportation systems to better address the needs of all the users of this corridor. These users
include motorized vehicles, non -motorized vehicles (bikes), pedestrians, shoppers, etc. The layout and
design for this area will utilize the "complete streets" philosophies as a guide.
The improvements along Lincoln Way West will include a reduction in pavement width at the intersection
of Charles Martin Senior Dr. by use of three 11 foot driving lanes and bumpouts transitioning back to the
existing curb. The pavement in the intersection will be removed and reconstructed. The limits of the
reconstruction will be only to the extent required to construction of the bumpouts, meet drainage
requirements, and to transition back to the existing pavement. The limits of the new curb construction will
be determined by the condition of the existing curb. Any curb constructed outside of the bumpouts along
Lincoln Way West will be installed in the same location as the existing curb.
Charles Martin Sr. Drive will be reduced in width at the intersection with Lincoln Way West with
consideration for parking on the west side of the roadway.
Marion Street and Leland Drive will be reconstructed and modified to reduce the pavement width to three
11 foot lanes from Lincoln Way West to Leland Drive and transitioned to the existing pavement between
Leland Drive and Madison Street. Marion Street west of Leland Drive will be terminated west of the
intersection with Leland Drive and a turnaround constructed at the terminous.
The Scott Street approach at Lincoln Way West will be evaluated to determine if the approach can be
reconstructed and opened for access. Scott Street from Lincoln Way West to north of Marion ,Street, and
Marion Street from Scott Street to the proposed terminous will evaluated for the potential of improvements
including widening, curb replacement, or sidewalk replacement.
The existing traffic signal and equipment will be removed and replaced at the intersection with a tie into the
fire station. Peak hour traffic counts will be obtained to assist in the proposed signal timing. Lighting will
be designed and installed north of Lincoln Way West to the Madison Street approach. Existing lighting is
present and not anticipated to be replaced along Lincoln Way West or south of the intersection.
Page I
(Exhibit A — Engineer's Set -vices)
EdCDC E-500 Agreement Between Owner and Engineer for Professional Services
Copyright D 2008 National Society of Professional Engineers for EJCDC.
