AGENDA REVIEW SESSION JULY 6, 2017 206 <br />Alternate 2: $3,150.00 <br />Upon a motion made by Ms. Maradik, seconded by Ms. Dorau and carried, the above bids were <br />referred to Community Investment for review and recommendation. <br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS AND TITLE <br />SHEET — 100 WAYNE STREET PLAZA AND STREETSCAPE — PROJECT NO 116-047 <br />RWDA <br />In a memorandum to the Board, Mr. Corbitt Kerr, Community Investment, requested permission <br />to advertise for the receipt of bids for the above referenced project. Also presented at this time <br />for approval and execution was the Title Sheet. Upon a motion made by Ms. Maradik, seconded <br />by Ms. Dorau and carried, the above request to advertise was approved, and the Title Sheet was <br />approved and signed. <br />Board members discussed the following item(s) from the agenda. <br />- Mr. Gilot announced he had an unidentified piece of mail from AECOM addressed to him he <br />wanted to open publicly at the meeting in case it was a quote or proposal. He identified the <br />package as a fax sheet of test and findings for 2012-2017 right-of-way of McKinley Avenue, <br />South Bend, IN at former 7-11 Gas Station #21387. Mr. Gilot stated they were in compliance of <br />submitting this information and would forward on. <br />- Professional Services Agreement — Neutron Holdings, Inc. <br />Mr. Tim Corcoran, Community Investment, stated this is for a bike share agreement the City has <br />been working on for the past year that is free to the community. He states the bikes are self - <br />tracking and have automatic locks through Wi-Fi. Mr. Dougherty stated it is required the Board <br />be advised on docking locations and the proper permits will be applied for. Mr. Corcoran states <br />they are going to see where people use the bikes the most to decide the best locations for docking <br />stations. He stated there will be no fee to the City but there will be a user fee. Mr. Corcoran <br />stated there will be a press conference held for this agreement. <br />- Professional Services Agreement — Jones Petrie Rafinski Corporation <br />Mr. Roger Nawrot, Engineering, stated this agreement is through the Redevelopment <br />Commission and is subject to funding. Mr. Nawrot stated he and Mr. Gilot have a meeting <br />scheduled to go over permits on this and also discuss the replacement bridge. He stated the <br />contract currently doesn't have the replacement bridge included in it, therefore, could be tabled <br />at the regular meeting. <br />- Amendment No. 1 to Professional Services Agreement — American Structurepoint, Inc. <br />Ms. Dorau questioned what this Amendment was mainly for. Mr. Nawrot states the primary <br />purpose is for the design of the Main St. and Sample. St. Intersection and preparing right-of-way <br />documents to secure more land off the Arby's Parcel and Dew Drop Parcel. He states right-of- <br />way documents haven't been done before. Mr. Nawrot verified Ms. Dorau's question asking if <br />this was just a "cleaned up contract" <br />- Opening of Bids —Downtown Mill Asphalt Overlay —Project No. 117-052 <br />Ms. Maradik questioned where exactly downtown this project would be covering. Mr. Nawrot <br />stated Wayne St. from Jefferson Bridge to Michigan St., St. Joseph St. from Marion to Bartlett, <br />Marion from the roundabout East to Riverside, Riverside North to Bartlett, and Navarre from <br />Michigan to Riverside. He stated it will also include areas of LaSalle that didn't get resurfaced. <br />Opening of Bids — Unity Gardens Site Development — Project No. 117-050 <br />Mr. Corbitt Kerr, Community Investment, stated this is a Redevelopment Commission agreement <br />with Unity Gardens for site improvements. Mr. Kerr stated it will mainly focus on parking lot <br />improvements and site draining. <br />- Professional Services Agreement — Abonmarche Consultants, Inc. <br />Mr. Kerr stated this is for St. Louis Street/Festival Street improvement design. He stated this is <br />subject to funding with Venues Parks and Arts. They received money through Regional Cities <br />that will be going to the Parks Department to fund this. <br />- Professional Services Agreement — Abonmarche Consultants, Inc. <br />Mr. Kerr stated this agreement is focused on traffic study developments at the Ireland and St. <br />Joseph intersection. He stated soon there will be new construction of hotels and restaurants at <br />this intersection and this agreement will take a look at the existing traffic signals and determine if <br />any improvements are necessary. Mr. Kerr stated this will be subject to funding. <br />- Opening of Bids — Eighteen (18) More or Less, New Heavy Duty Mobile Lifting Stations <br />Mr. Gilot requested Ms. Horvath send an email to Jeff Hudak in Central Services to describe <br />what exactly a mobile lift station is. <br />- Opening of Quotations — LED Luminaires — Project No. 117-078 <br />n <br />1 <br />
