This is EXHIBIT A, consisting of 9 pages, referred to in
and part of the Agreement between Owner and Engineer
for Professional Services dated July 11, 2017.
Engineer's Services
Article 1 of the Agreement is supplemented to include the following agreement of the parties.
Engineer shall provide Basic and Additional Services as set forth below.
PART 1— BASIC SERVICES
A1.01 Project Scope
The proposed project consists of corridor improvements and streetscape modernization along St. Louis
Boulevard along the east side of Howard Park. The goal of this project is to enhance the accessibility of
Howard Park and promote a welcoming atmosphere with the potential to use St. Louis Boulevard as a
festival street during park events. Two design approaches will be explored to be reviewed and discussed
by stakeholders at approximately 30% design to determine the desired approach.
As part for the project, the roadway will be reconstructed and angled parking will be added on both sides
with consideration for reversed angled parking. The improvements will likely address pavement,
approaches (and access improvements), traffic channelization, parking, sidewalks, lighting, landscaping,
drainage and other right of way amenities. "Sustainable" and "green" technologies and designs will be
incorporated as appropriate to address storm water management and reduce environmental impacts. One
design approach will include bump outs with curbed streets. The second design approach will potentially
include block paver roadway flush with the sidewalk and delineated by bollards with the intent of
promoting walkability from the park to the street.
The water main and services will be replaced within the right of way within the project limits. Storm water
runoff will be collected either by inlets or subsurface drainage and be diverted to the west side of Howard
Park. No sanitary sewer improvements are anticipated.
SCOPE OF SERVICES
The scope of services proposed herein includes the survey, design and development of bid documents for
the project. When requested, Engineer shall submit detailed scope and fees for defined tasks to a
representative of the Board of Public Works for approval. Services for this project are expected to
generally include the following items.
A1.02 Preliminary Desigjz Phase
A.
