After
reviewing those bids, Mr. Corbitt Kerr, Community Investment, recommended that the Board
award the contract to the lowest responsive and responsible bidder CBS Service LLC, in the
amount of $3,818,000 for Division A. Mr. Kerr noted CBS had an error in their math that was
corrected based on unit prices times quantities. He added it did not affect the bid order. Mr. Kerr
informed the Board that the award will still need to go to the Redevelopment Commission and
will be subject to a wire transfer of funds to the City. The Board noted the City committed to
only $3,400,000 and questioned if the award should be made subject to affirmation of the city's
financial responsibility limited to $3,400,000. Mr. Kerr stated the appropriation for this project
has been approved for $3,400,000 but Community Investment will need to find additional
funding. He added the current Redevelopment Agreement with the developer covers the City's
financial responsibility limits. Attorney Schmidt requested a statement of affirmation from the
developer, re -affirming the City's limit of $3,400,000. Therefore, Ms. Maradik made a motion
that the recommendation be accepted and the bid be awarded and the contract approved subject
to the conditions set out by legal.
