1. Facility Description <br />St. Joseph Energy Center is an Electric Power Generation Facility that engages in the production of <br />electricity using natural gas in a combustion turbine. This facility will operate 24 hours 17 days per week <br />on two 12 hour shifts. The facility will be manned by 23 plant personnel. <br />2. Discharge Description <br />Generated discharge flows consist of total facility discharges (processes and equipment, facility wash - <br />downs, and sanitary). The estimated average discharge wastewater flow is 20,160 gpd. The metering <br />station is located in an above ground unit called a Hot Box to protect the meter from weather conditions, <br />inside the fence on SJEC property along Walnut Road and downstream of the OWS unit and domestic <br />sanitary connection. <br />3. Sample Site Description <br />Sample Site 4054 is located adjacent to the Hot Box location. Sample Site 4054 is considered to be end - <br />of -pipe. <br />4. Wastewater Treatment <br />Pretreatment of wastewater consists of an Oil Water Separator. <br />5. Classification <br />St. Joseph Energy Center may be classified as a Categorical Industrial User (CIU). Specifically, St. <br />Joseph Energy Center may be covered by the Steam Electric Power Generating Point Source under 40 <br />CFR 423, The City's Industrial Pretreatment Program states that all Categorical Industrial Users be <br />classified at a minimum as a B. Pending Categorical applicability determination, St. Joseph Energy <br />Center is classified as a B industry. <br />6. Calculation of Limits <br />Wastewater discharged at Site #054 may be subject to the Categorical Standards at 40 CFR 423.17 <br />(PSNS). Pending Categorical applicability determination, local limits have been applied where <br />appropriate as described in Chapter 17 of the City of South Bend Municipal Code. <br />7. Monitoring Frequency <br />Monitoring frequencies are based South Bend's US EPA approved Industrial Pretreatment Program <br />Monitoring Plan. However, more frequent monitoring will be required in the first year of new industrial <br />users. <br />Industrial Operator Certification Requirement <br />Industrial Operator Requirement: A -SO <br />Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5- <br />22-5. <br />03 <br />
