REPORT OF MAYOR BRUGG='S COMMI=,E <br /> ON SOUTH BEND PPRIdNG <br /> Mayor Bruggner's Committee on South Bend Parking was established for the <br /> purposes of examining the parking survey sponsored by the South Bend Tribune, <br /> and conducted by Barton-Aschman Associates, Inc. , Evanston, Illinois, and of <br /> assisting in the implementation of the recommendations made in the Barton-Asch an <br /> report dated April, 1962. It has as its members Messrs. M. L. Milligan, A. J. Ports <br /> (Chairman), and R. E. Whiffen. <br /> Basically, the report indicated that, among other things, additional parking <br /> "in the range of 150 to 250 spaces should be located in the area of primary retail <br /> and business destinations." <br /> It was with this recommendation in mind gist ri=-erous Weed.•;;s were held <br /> with representatives of the Downtown South Bend Council, operators of the local <br /> com:.ercial parking lots, the City Traffic Engineer, and others. The objectives <br /> of the meetings were to study the problem and recom_-end the type of facility, <br /> location, and the means of financing it, whereby the parking needs in the downtc-. <br /> area of South Bend would be fulfilled to the greatest satisfaction of all part°_cs <br /> concerned--the shopper, the merchant, the paring lot operators, and the gene=•ai <br /> taxaz.ying public. <br /> Zot long after this committee had been created, the primary kcal of the <br /> Bar° - n-Aschman report of providing additional, conveniently located par'::ing space <br /> in downtown South Bend was satisfied at least, in part, by the proposed multis-Lo_- <br /> facility to be erected by one of the downtown merchants. The need for the Comm=t-:.ee <br /> could have ended at this point. Two factors, however, prompted its continuation. <br /> They were: <br /> 1. The new, privately built facility would not be erected <br /> before 1905, thus providing no immediate solution to the problem. <br /> 2. Additional space would be desirable for long-term growth <br /> of the downtown area and as a protection against the reduction in <br /> metered on-street parking which eventually could result in the loss <br /> of approximately 150 parking spaces on Michigan and Main Streets <br /> between La Salle and Wayne. <br /> Consequently, the Committee's meetings and studies continued in an effort to provide <br /> for both the immediate and the future parking needs in downtown South Bend. After <br /> many meetings and much discussion, a plan has evolved which the Committee feels will- <br /> provide optimum results. <br /> The Committee recoer:wa the -purchase by the City of two parcels of land; <br /> the purchase price to be obtained through the issuance of revenue bonds, and <br /> submits the following statistics for consideration: <br />
