5 Criteria (per IC 36- 7- 4 -603)a <br />1. comprehensive Plan: <br />Policy Plan <br />Ci1y Plan South Bend Cony rehensive Plan November 2006 <br />EDI : Stimulate the rehabilitation and adaptive reuse of property in the city. <br />ED1.2: Encourage reuse of abandoned and underutilize land and structures. <br />AC5.2: Utilize national best practice models to rehabilitate older and historic structures for <br />arts - related activities. <br />Land Use Plan' <br />The Future Land Use Map identifies this area as light industrial. <br />2. Current conditions and character: <br />High and Broadway Streets separate this older industrial area from the residential area to the west <br />and south. The southeast neighborhood has experienced a lot of positive redevelopment with new <br />housing and a renovated park. <br />3. Most desimble arse: <br />The most desirable use is an adaptive reuse of the building that blends in well with past <br />redevelopment efforts. <br />4. Conservation of property values: <br />The surrounding property values should not be affected. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow the adaptive reuse of a currently vacant <br />building into a community benefit. <br />Recommendation: <br />Based on information available prior to the public hearing, the Staff recommends that the petition <br />be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />This adaptive reuse of an existing vacant building will blend in well with the redevelopment that <br />occurred on the west side of High Street_ The proposed mix of uses will be an asset to the <br />surrounding neighborhood. <br />LangLab, LLC <br />#2470 -08 <br />Page 2 of 2 <br />
