Staff Regort <br />AFC 4 <br />2470 -08 <br />Owner- <br />LangLab, LLC <br />Location: <br />1302 High Street <br />Jurisdiction: <br />City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from LI Light Industrial District to MU Mixed Use <br />District to allow mixed use with office, retail, live entertainment, cafe, and apartments. <br />Land Uses and Zorring: <br />On site: On site is an existing building. <br />North: To the north is a vacant building zoned Ll Light Industrial District. <br />East: To the east is the NIPSCO garage and storage facility zoned LI Light Industrial <br />District. <br />South: To the south is a Pepsi distribution plant zoned LI Light Industrial District. <br />West: To the west are single family homes zoned SF2 Single Family and Two Family <br />District. <br />District uses and development standards: <br />The MU Mixed Use District is established to promote the development of the a dense urban <br />village environment. The regulations are intended to encourage all the elements of a traditional <br />urban village, including: storefront retail; professional offices; and, dwelling units located either <br />in townhouse developments or in the upper stories of mixed -use buildings. The development <br />standards in this district are designed to: encourage a pedestrian oriented design throughout the <br />district; and, maintain an appropriate pedestrian scale, massing and relationship between <br />buildings and structures within the district. <br />Site plan description: <br />The total area of the site is 0.94 acre. The building is 13,942 square feet or 34% of the site. <br />Thirty parking spaces are provided. Paved areas cover 49% of the site. The remaining 17% is <br />open space. <br />Because the building is existing, variances will be needed for setbacks, landscaping and number <br />of parking spaces. <br />Zoning and land use history & trends. <br />This petition was originally submitted in March of 2008. Subsequently, the petitioner requested <br />that that the petition be held until all required information was able to be provided. <br />Traffic and transportation considerations: <br />High Street has two lanes.
