Nemeth, President <br /> South Bend Common Council <br /> County-City Building <br /> Dear Pete: <br /> It is my duty to inform the Council of my intention and reason for <br /> not signing Resolution Number 350-73. <br /> I am in full agreement with the first part of this Resolution through <br /> Section One. Since the beginning of this Administration, we have <br /> strived to find the highest quality employees and retain all the qual- <br /> ified people presently employed. Talent is one of the top priorities <br /> of any Administration and the results of the people hired so far has <br /> been most rewarding to me. Therefore, I feel the first part of this <br /> Resolution has been adhered to. <br /> I must, however, address myself to the problems of Section Two of <br /> this Resolution. Since our Personnel Department is already involved <br /> with working with the public, the Indiana Employment Security Division <br /> and other personnel agencies in our community, we have an over- <br /> abundance of job applicants for the majority of the positions that will <br /> be open. Yet, no one has been denied access to this office at any time <br /> to complete an application. If, however, it is the Council's pleasure <br /> to insist on advertising, we estimate the cost would be several thousand <br /> dollars. If the Council feels this additional expenditure is necessary, <br /> I would be happy to approve a Resolution once the money has been <br /> appropriated into a special account for this purpose. <br /> Sincerely, <br /> FILED IN CLET VS MSCE <br /> er J.
