REGULAR MEETING MARCH 13, 2017 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers of the County -City Building on Monday, March 13th, 2017 at 7:00 p.m. The meeting was called to order by Council President Tim Scott and the Invocation was given by Reverend James B. Miller of the Sunnyside Presbyterian Church, and Pledge to the Flag was given. ROLL CALL COUNCIL MEMBERS: Tim Scott Regina Williams- Preston Randy Kelly Josephine Broden Oliver J. White ABSENT: Dr. David Varner OTHERS PRESENT: Kareemah Fowler Jennifer Coffman Alkeyna Aldridge Graham Sparks Aladean DeRose Adriana Rodriguez 1St District, President 2nd District 3rd District 4th District 6th District, Vice President At -Large At- Large, Chairperson Committee of the Whole At -Large 5th District City Clerk Chief Deputy Clerk Deputy Clerk Executive Assistant Clerk Interim Council Attorney Legal Research Assistant REPORT FROM THE SUB - COMMITTEE ON MINUTES Due to the absence of Councilmember Dr. David Varner, there was no quorum in the Sub - Committee on Minutes. The minutes of the February 13th, 2017 and February 27th, 2017 meetings of the Common Council, therefore, would not be accepted until the Common Council meeting on March 27th, 2017. SPECIAL BUSINESS Councilmember Tim Scott announced that, due to technical difficulties, there would only be an audio recording of the evening's proceedings, which would be posted on the City's website along with the minutes of the evening's meeting. 17 -13 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, PUBLICLY CONGRATULATING THE SAINT JOSEPH HIGH SCHOOL GIRLS VARSITY BASKETBALL TEAM FOR WINNING THE IHSAA 3A GIRLS BASKETBALL STATE CHAMPIONSHIP Councilmember Jo M.
