2. <br />project to build these neighborhood profiles. Once completed the profiles will <br />not only be used to assist in the provision of training and technical assistance <br />to neighborhood groups but will also serve as the basis of reassessment of city <br />government neighborhood policies. <br />South Bend is a city uniquely suited for this project. First, South Bend <br />has over the last several years designed and implemented a wide range of neighbor- <br />hood improvement programs. Secondly, South Bend has a large number of active <br />and effective neighborhood associations with whom the City has worked. And, <br />thirdly, there exists a strong formal and informal working relationship between <br />the City and the local university community. Through Indiana University at South <br />Bend and the University of Notre Dame, the City has sponsored several research <br />projects that can now serve effectively as the basis for this project. <br />
