Once completed the profiles will not only be used to assist in the provision of training and technical assistance to neighborhood groups but will also serve as the basis of reassessment of city government neighborhood policies. South Bend is a city uniquely suited for this project. First, South Bend has over the last several years designed and implemented a wide range of neighbor- hood improvement programs. Secondly, South Bend has a large number of active and effective neighborhood associations with whom the City has worked. And, thirdly, there exists a strong formal and informal working relationship between the City and the local university community. Through Indiana University at South Bend and the University of Notre Dame, the City has sponsored several research projects that can now serve effectively as the basis for this project.
