SECTION III. The Council further finds that a fishing <br />park and boat ramp would provide such recreational, economical, and <br />safety features that it would become a tribute to the natural beauty <br />of this area of the St. Joseph River and would meet the needs of a <br />large segment of our community. <br />SECTION IV.
