a- <br />Resolution No. 6()Q_781 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, INDIANA, REQUESTING THE CITY AD- <br />MINISTRATION TO APPROPRIATE SUFFICIENT FUNDS FOR <br />THE BUILDING OF A FISHING PARK AND BOAT RAMP NEAR <br />THE ST. JOSEPH RIVER IN 1979. <br />WHEREAS, the majority of the Common Council of the City <br />of South Bend have realized the needs for the construction of a fishina <br />park and boat ramp on the St. Joseph River for the past several years; <br />and <br />WHEREAS, the Council has recommended on repeated ocassions <br />that funds be appropriated for such a site; and <br />WHEREAS, the recommended site of just below the dam near <br />the hydraulic avenue -mill race area was recommended by the 1977 Citizens <br />Committee on Riverside Parks Safety in the interest of improving the <br />safety conditions for this area of the river; and <br />WHEREAS, various State officials are presently considering <br />this area of the St. Joseph River as a possible future site of salmon <br />fishing; and <br />WHEREAS, the overriding public interests of having a <br />fishing park and boat ramp would provide the following benefits for <br />our citizens and community: <br />(1) recretional fishing, boating, and <br />canoeing on the river for all or our <br />citizens especially our senior citizens, <br />economically disadvantaged, and the <br />outdoor enthusiasts; and <br />(2) an economically and environmentally <br />sound program; and <br />(3) improvement of the safety conditions <br />by providing a safe and convenient <br />launching ramp for our citizens as <br />well as for our Fire Department rescue <br />boats during emergency rescue operations. <br />WHEREAS, the creation of a fishing park and boat ramp <br />would be an excellent compliment to the St. Joseph River and would <br />be in the best interst of our community. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of <br />the City of South Bend, Indiana, that: <br />SECTION I. The Common Council of the City of South Bend <br />strongly encourages and recommends that the City Administration take <br />affirmative action in appropriating the necessary funds to create a <br />fishing park and boat ramp below the dam near the St. Joseph River in <br />1979. <br />SECTION II. The Council further requests that the City <br />Administration, environmentalists, sporting groups, and all concerned <br />citizens to join the City Council in supporting the efforts of State <br />Representative Richard C. Bodine in having this area of the St. Joseph <br />River designated as an ideal location for salmon fishing by the State. <br />
