SECTION II. The Common Council further finds that the pro- <br />posed rate increase would have a detrimental effect on the economic <br />welfare of its citizens as well as the City itself. <br />SECTION III. The Council believes that in order to insure <br />that full, fair and impartial public hearings are held on this <br />proposal, that a field hearing in the City of South Bend is not <br />only necessary but indeed essential, due to the drastic effect the <br />increase would have on our own policy of sound fiscal management. <br />SECTION IV.
