RESOLUTION A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA REQUESTING A FIELD HEARING TO BE HELD IN THE CITY BY THE PUBLIC SERVICE COMMISSION ON INDIANA AND MICHIGAN ELECTRIC COMPANY'S REQUEST FOR A 33.7 PERCENT RATE INCREASE; AND SETTING FORTH REASONS FOR OPPOSITION TO THE PROPOSED INCREASE WHEREAS, the Indiana and Michigan Electric Company has petitioned the Indiana Public Service Commission for a thirty -three point seven percent (33.70) across the board increase on utility rates; and WHEREAS, I & M was granted a 15.22% rate increase in 1975 and an 18.6% rate increase in 1977 which significantly affected consumers both in the private and public sector; and WHEREAS, the 1978 Budget for the City of South Bend already contains substantial appropriations for electric current, as evi- denced as follows: Board of Works Morris Auditorium Bureau of Cementaries Fire Department Bureau of Building Maintenance Park Department Water Works Waste Water Sanitation Parking Garage Century Center River Bend Plaza TOTAL $675,000.00 8,500.00 100.00 11,400.00 35,000.00 89,000.00 270,000.00 135,000.00 3,000.00 24,000.00 36,000.00 18,000.00 $1,305,300.00 WHEREAS, the proposed increase would mean an additional $439,886.10 of our tax dollars spent just on electricity; and WHEREAS, Indiana law requires the Public Service Commission to conduct full, fair, and impartial hearings to enable all of the facts and evidence to be introduced; and WHEREAS, due to the overwhelming amount of public interest by the citizens of the City of South Bend, a field hearing held in our city by the Public Service Commission on the proposed rate in- crease is both necessary, reasonable and essential. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, that: SECTION I. The Common Council of the City of South Bend, Indiana, on behalf of all of its citizens officially petitions the Indiana Public Service Commission to schedule a field hearing in the City of South Bend so that all consumers in this area may have the opportunity to offer facts and evidence on the 33.7 percent rate increase proposed by the Indiana and Michigan Electric Company.
