RESOLUTION <br />A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA <br />REQUESTING A FIELD HEARING TO BE HELD <br />IN THE CITY BY THE PUBLIC SERVICE <br />COMMISSION ON INDIANA AND MICHIGAN <br />ELECTRIC COMPANY'S REQUEST FOR A 33.7 <br />PERCENT RATE INCREASE; AND SETTING <br />FORTH REASONS FOR OPPOSITION TO THE <br />PROPOSED INCREASE <br />WHEREAS, the Indiana and Michigan Electric Company has <br />petitioned the Indiana Public Service Commission for a thirty -three <br />point seven percent (33.70) across the board increase on utility <br />rates; and <br />WHEREAS, I & M was granted a 15.22% rate increase in 1975 <br />and an 18.6% rate increase in 1977 which significantly affected <br />consumers both in the private and public sector; and <br />WHEREAS, the 1978 Budget for the City of South Bend already <br />contains substantial appropriations for electric current, as evi- <br />denced as follows: <br />Board of Works <br />Morris Auditorium <br />Bureau of Cementaries <br />Fire Department <br />Bureau of Building Maintenance <br />Park Department <br />Water Works <br />Waste Water <br />Sanitation <br />Parking Garage <br />Century Center <br />River Bend Plaza <br />TOTAL <br />$675,000.00 <br />8,500.00 <br />100.00 <br />11,400.00 <br />35,000.00 <br />89,000.00 <br />270,000.00 <br />135,000.00 <br />3,000.00 <br />24,000.00 <br />36,000.00 <br />18,000.00 <br />$1,305,300.00 <br />WHEREAS, the proposed increase would mean an additional <br />$439,886.10 of our tax dollars spent just on electricity; and <br />WHEREAS, Indiana law requires the Public Service Commission <br />to conduct full, fair, and impartial hearings to enable all of the <br />facts and evidence to be introduced; and <br />WHEREAS, due to the overwhelming amount of public interest <br />by the citizens of the City of South Bend, a field hearing held in <br />our city by the Public Service Commission on the proposed rate in- <br />crease is both necessary, reasonable and essential. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the <br />City of South Bend, Indiana, that: <br />SECTION I. The Common Council of the City of South Bend, <br />Indiana, on behalf of all of its citizens officially petitions the <br />Indiana Public Service Commission to schedule a field hearing in <br />the City of South Bend so that all consumers in this area may have <br />the opportunity to offer facts and evidence on the 33.7 percent <br />rate increase proposed by the Indiana and Michigan Electric Company. <br />
