Ave. and Colfax LLC Full Closure for Ave. Two Weeks for Placement of Crane APPROVAL OF REVOCABLE PERMIT FOR ENCROACHMENT — INDIANA HISTORICAL MARKER AT 1702 NORTH ELMER STREET Mr. Gilot stated an application for an Encroachment and Revocable Permit has been received from Gabrielle Robinson for the purpose of allowing the installation of an Indiana Historical Marker at 1702 N. Elmer Street to recognize the Better Homes of South Bend Cooperative organized by Studebaker Employees to build homes for African American employees in all - white neighborhoods. Engineering and Area Plan stated the sign must not block site areas and must not overhang the curb or sidewalk. The encroachment shall remain in the right of way until the time as the Board of Public Works of the City of South Bend shall determine that such encroachment is in any way impairing or interfering with the highway or with the free and same flow of traffic. Upon a motion made by Ms. Maradik, seconded by Mr. Mueller and carried, the Revocable Permit was approved subject to the requirements of Engineering and Area Plan. FAVORABLE RECOMMENDATION - PETITION TO VACATE THE FIRST NORTH/SOUTH ALLEY WEST OF HIGH STREET, NORTH OF EAST INDIANA AVENUE, EAST OF A,LARIETTA STREET Mr. Gilot indicated that Mr. Andrew Pich, 717 and 721 East Indiana Ave., South Bend Indiana, has submitted a request to vacate the above referenced alley to consolidate his two (2) properties. Mn Gilot advised that Area Plan stated the vacation would not hinder the growth or orderly development of the unit or neighborhood in which it is located or to which it is contiguous. The vacation would not make access to the lands of the aggrieved person by means of public way difficult or inconvenient. The vacation would not hinder the public's access to a church, school or other public building or place.
