The parking lot will not only
provide parking spaces for use by the church but shall also be utilized for game day parking. The parking
lot shall provide vehicular access to both Monroe Street but to the existing parking lot to the south. A
pedestrian walkway providing access towards the church shall also be included in the design.
In 2011, JPR worked with the City of South Bend to develop a Construction Document set for the
development of the proposed parking lot. Due to budget constraints this parking lot was not built. The
plans a single phase consisting of 21 perpendicular parking spaces with a single drive accessing the
existing Four Winds parking lot to the south and Monroe Street to the north. It is the desire of the City
to review the previous parking lot layout and revise to provide additional spaces, if possible.
In addition, JPR is to study the existing Monroe Street layout and the proposed Berlin Place
development and include grading and layout for street modifications between the Berlin Place
development and the proposed Monroe Street parking lot.
Also, as previously proposed, both on site storm water and parking lot lighting will utilize the existing
storm and lighting facilities located in the parking lot to the south.
Based upon our discussion with the City of South Bend Community Investment it is our understanding
that the approval process will only be at the Staff level.
Scope of Services.
A.
