July 25, 1960 <br />A regular meeting of the Board of Public Safety was held on Monday, -July 25, <br />1960 at 10:00 A.M. All members were present. Minutes of the previous meeting <br />were read and approved. Vouchers were approved and ordered paid to the <br />various suppliers. <br />PROPOSAL FOR PUBLIC LIGHTING CITY -OF SOUTH BEND <br />The time now being 10:00 A.M. it was so announced and the bid for Public <br />Lighting of the City of South Bend was opened and read aloud. Proofs of <br />publication in the South Bend Tribune with an affidavit signed by R.C. <br />DeLong and in The -Record signed by Mary.J. Schenck were submitted and <br />found sufficient. <br />Comes now Warren A. Deahl, attorney for Indiana & Michigan Electric <br />Company before the Board to consider their bid for Public Lighting of <br />South Bend. <br />The proposal, signed by R. E. Doyle, Jr., Vice President and General <br />Manager of Indiana and Michigan Electric Company, Bidders Non -Collusion <br />Affidavit, signed by R. E. Doyle, Jr., were examined and found sufficient. <br />The following Resolution was unanimously approved by the Boards <br />RESOLVED, that the Board of Public Works & Safety,, after <br />publicly opening and reading all bids received pursuant to its <br />Resolution adopted July 5, 1960, finds that the bid or proposal <br />of Indiana & Michigan Electric Company is satisfactory and the <br />lowest and best bid received in due and proper form and, there- <br />fore, does hereby accept the affidavit on non -collusion of said <br />bidder and hereby lets and awards the contract or agreement <br />heretofore adopted by this Board to said Indiana & Michigan <br />Electric Company and agrees to cause the President and Secretary <br />of said Board to execute the same for and on the latter's behalf <br />on July 25, 19600 subject to the approval by Ordinance of the <br />Common Council of the City of South Bend. <br />The Contract shall be and remain in full force and effect for a period of <br />ten years from and after the 1st day of August, 1960. <br />A letter from E. Schroeder concerning the abolishment of Second Trick <br />Railroad Crossing watchmen jobs on Sample Street, Indiana Avenue, Calvert <br />Street and Ewing Avenue was directed to the Board. The Board, after <br />examination, referred the matter to the Traffic Engineer for investigation <br />and report. <br />Comes now Robert Gawthorpe, 521 N. Jacob Street representing Courtesy Cab <br />Company, and requests that there be a rearrangement of parking meters at <br />122 W. Colfax Avenue Courtesy Cab parking area. Clem Hazinski, Traffic <br />Engineer, informed the Board that rearrangement of parking meters in the <br />City is now in progress. He was directed by the Board to make an investiga- <br />tion of this particular problem at 122 W. Colfax Avenue in accordance with <br />Courtesy Cab Company's request. <br />Comes now Napoleon Winston at the direction of John Grabarz, Director of <br />Sub -Standard Division of the Building Department, concerning the dwelling <br />at 205 N. Studebaker Street. Mr. Winston was directed by the Board.to get <br />the house up to standard within 60 days,(or by September 26) 1960. If <br />this is not done, building will be torn down. r <br />Comes now John Grabarz with Rev. D. D. Wilson of 1059 Burns AVenue to show <br />cause why Church at above address should not be condemned and demolished <br />inasmuch as no work has been done for a period of approximately seven <br />months. Rev. Wilson promised to proceed with construction of Church <br />immediately and hearing was continued until August 8, 1960. <br />Comes now Capt. Robert Rzepka, South Bend Fire Prevention Inspector, with a <br />report on his findings concerning the area in the rear of Macri's Villa on <br />LincolnWay East, owned by Ham The Wreckerand which area is a fire hazzard. <br />Capt. Rzepka reports that half the -- area -_was covered with dirt and that <br />Mr. Ham stated that he had�arvdifficult time to get sufficient amount of <br />fill dirt but promised when fill dirt was available he will cover remainder <br />
