1. That the above- described downtown area of South <br />Bend, Indiana is declared a blighted area constituting <br />a menace to the social and economic interest of the <br />City of South Bend, Indiana and its inhabitants. <br />2. That it will be of public utility and benefit to <br />encourage redevelopment of the area through the pro- <br />visions of I.C. 36 -1.1- 12.1 -1 through I.C. §6 -1.1- 12.1 -6, <br />inclusive. <br />3. That such area so described is hereby declared and <br />found to be an Urban Development Area for purposes of <br />I.C. §56 -1.1- 12.1 -1 through I.C. 66 -1.1- 12.1 -6, in- <br />clusive, which area in South Bend, Indiana is located <br />within the following general boundaries: <br />Commencing at the intersection of the <br />centerline of East Washington Street <br />and the centerline of St. Joseph Street <br />in South Bend, Indiana; thence northerly <br />along the centerline of St. Joseph Street <br />to the centerline of East Colfax Avenue; <br />thence westerly along the centerline of <br />East Colfax Avenue to its intersection <br />with the centerline of Michigan Street <br />as formerly existing (which such point <br />is located 41.25 feet North and 49.5 <br />feet East of the Northeast corner of Lot <br />No. 13 in the Original Plat of South Bend, <br />Indiana); thence southerly along the <br />centerline of what was formerly known as <br />Michigan Street to the centerline of <br />Washington Street; thence easterly along <br />the centerline of Washington Street to <br />the intersection with the centerline of <br />St. Joseph Street and the point of <br />beginning. <br />14,�� 61- 14V'zz% <br />Me er the Common Council <br />Adopted, as amended, September 24, 1979 <br />
