wages are, whereas the tax returns go over to another part of government, and there just doesn't <br />seem to be a cross -check between the two (2). <br />Councilmember Karen White, Councilmember Tim Scott, and Council Attorney Kathleen <br />Cekanski- Farrand discussed whether or not the Council had done a review of all tax abatements <br />for the year of 2016, which they had not. Councilmember White suggested that all tax <br />abatements that are out -of- compliance should be discussed. Councilmember Scott requested that <br />this suggestion be forwarded to Brian Pawlowski of Community Investment, to be done by <br />December 12. 2016. <br />Councilmember Voorde asked Mr. Winks why there was such a large difference between the <br />$22,000,000 estimated investment and $80,000,000 actual investment. <br />Mr. Winks responded, We didn't do a very good job, on the front -end, for analysis. So, there was <br />never a comprehensive engineering study done prior to deciding what it was going to cost to fix <br />this.
